南阳市交通运输局5月27日在其官方网站发布称，在5月21日的第十九届中国北京国际科技博览会上，南阳市与巴铁科技发展有限公司(下称巴铁公司)签署战略合作协议。这是继河南省周口市、天津市河北区、河北省秦皇岛市等城市后，河南省南阳市成为巴铁科技签署的又一个合作城市。双方将以PPP模式进行合作。
战略合作协议签署后，双方计划成立南阳巴铁运营公司，负责南阳巴铁运营线项目的建设、运营、管理，巴铁应用线系统建成后获得巴铁专线特许经营权，规划总长度不低于100公里。同时，南阳巴铁运营公司计划投资人民币100亿元用于巴铁应用线的建设、机车购置、站台建设、人员培训和运营公司运营管理。
然而，时隔数月，该项目没有任何的进展。南阳市交通运输局公交科杨科长表示，该局与巴铁公司截止目前只是签了一个意向书，规划、用地等相关程序都没进行。
针对南阳巴铁项目，8月12日，南阳市交通运输局给中新网记者回复称：“为加快南阳市中心城区公共交通发展，缓解日益严重的城市交通拥堵问题，为人民群众提供多种出行条件，于2016年初开始对‘巴铁’产品进行关注。在相关的报道中我们得知巴铁这种高效低碳的公共交通新理念、新技术，为解决城市交通拥堵问题提供了一种新的可能。经过了解和考察，南阳市人民政府与巴铁科技发展有限公司签署了战略合作意向书。”
据介绍，目前，鉴于巴铁项目尚处于研发、试验阶段，该局尚未与巴铁公司就具体合作事宜进行洽谈。
有群众质疑，交通拥堵是全国性的问题，北京、上海等一线城市交通拥堵相对严重的地区尚未引进巴铁项目治堵，相反南阳市城区仅仅是一个不足200万人口的三四线城市，一个连地铁都没有规划的地区引进巴铁项目有些难以理解。
记者注意到，南阳的巴铁项目双方将以PPP模式进行合作。所谓ppp模式(public-private-partnership)，指的是政府和社会资本合作提供公共产品或服务，根据社会资本参与程度承担风险。
本月初，有“空中巴士”之称的巴铁1号试验车在河北秦皇岛启动综合实验后，引发公众对巴铁安全性、实用性和背后资金等方面质疑。
