担心是个无底洞，不得已，黄师傅向手机号码所在的运营商和警方求助，得到的答复是没有办法彻底解决这个问题。
一边是无休止的响声，一边是监管的无能为力。事实上，黄师傅的遭遇并非个案。在网上输入“呼死你”关键词，搜索出的相似新闻报道至少上百条，这些受害者最终的解决方法多只能靠自己——屏蔽所有陌生来电或者干脆关机。
而这一窘境的背后，隐藏着这样一个现状：“呼死你”一类软件在网络上随意就能下载，甚至还有专门的公司用这类软件，靠帮人“呼死你”收费牟利。

黄师傅在九寨沟跑出租车几年了，这样的事情还是第一次遇到：11日中午，他刚接到一个客人，要从九寨沟到成都。车开了没多久，他收到一个显示地域为湖南长沙的手机号码发来的短信：“有人请我公司连续三个月呼叫你的号码，如需有偿取消，请与工作人员联系，加微信发红包……”短信末尾，还附有两个微信号码。
黄师傅以为是诈骗短信，并没在意。没想到半个小时后，开始不断有陌生号码打进来。有的是外地的陌生号码，有的则显示未知，都是响一两声就挂掉。回拨过去，电话要么无人接，要么是空号。
因为急着开车送客，黄师傅对此并没过于纠结。可是从九寨沟到成都的一路上，他的手机就没停过，每隔2分钟就响一次，频率很均匀。
当晚6点过，不堪其扰的黄师傅只能“求饶”，他按照短信提示加了对方的微信号。“你是谁？为什么要这么做？”对于黄师傅的询问，对方并未回答，只说要100元红包就帮他取消呼叫。
一番讨价还价后，黄师傅先给对方转了50元微信红包，没想到对方根本没商量的余地。无奈之下，黄师傅只好又转了50元过去。
本以为这样问题就解决了，没想到消停了半个小时后，黄师傅的手机又开始响个不停。这一次对方张口就是200元，并表示不准讨价还价，否则要连续3个月“呼死你”。
面对求助和报警
运营商和警方都感到“头疼”
担心是个无底洞，黄师傅不敢轻易再汇钱。不堪其扰的他选择向提供电信服务的运营商求助，工作人员表示会向技术部门反馈，在后台进行处理，24小时内给予回复。可24小时过去，黄师傅没能等到对方的回复。
骚扰电话仍没有停止，黄师傅再次联系运营商，对方告诉他，对多个陌生电话号码或显示未知的号码骚扰的情况，他们也无能为力。工作人员建议他下载一些拦截软件来阻挡。
但这根本无法解决问题，黄师傅说自己是开出租车的，经常有陌生电话找他，关机更不可能。可连续不间断的骚扰电话，让他根本无法正常开车揽客。
不得已，黄师傅选择了报警。当地警方告诉他，已经接到过多起这样的报案，只能先做个登记。
截至记者发稿时，黄师傅手机上的骚扰电话已达数百个，且还没停止，而时间已超过了48个小时。
防范“呼死你”骚扰手段有限 难以全面拦截
事实上，黄师傅的遭遇并非个例。这两年来，给本报反映过相似情况的读者就有七八个。在网络上输入“呼死你”关键词，搜索出的相似新闻报道至少上百条。记者梳理各地媒体报道发现，遭遇“呼死你”的案例中，受害者从运营商处得到的答复几乎都是：无法彻底解决这个问题。
成都高新区一家信息科技公司的技术开发人员程先生告诉记者，“呼死你”其实就是一个一直在重复号码的任意拨号软件。在设置好的时间里，不停拨打被呼叫者的号码，使被呼叫者的电话处于占线状态，其他号码无法打进，直到手机关机。程先生说，“此类软件的来电号码是不断变化的，目前手机、固定电话防范‘呼死你’软件手段极为有限，无法进行全面拦截。”
程先生说，再加上它的隐蔽性和变化性，相关部门很难对肇事者进行追踪。
此前有媒体报道，曾有信息工程方面的专家表示，遭遇“呼死你”轰炸，可以下载手机拦截软件，一般的拦截软件可以通过大数据对骚扰电话进行标记，可以比人工更快识别骚扰电话，缩短呼叫时间，但并不能从根本上阻止电话呼入。

为何越来越多用户遭遇“呼死你”骚扰？记者展开了一番调查。
在网络上输入关键词“呼死你”，相关消息非常多，更让人想不到的是，这种软件在网络上竟可以随意下载，有的还附有详细安装和使用说明。
记者随意点进某电脑网站的下载页面，发现了一个名为“极速电话呼死你2.8”的软件。下载链接的下方，有软件介绍：呼死你软件需要联网电脑支持，可以不间断地对手机或固定电话等号码进行呼叫，直至对方号码电源耗尽，或者一直处于忙音，让别的线路无法呼入，除非用户自行关机。该软件还特别宣称自己是“治理小广告的终极软件”。
记者下载完成后，在设置一栏即可设置好呼叫频率、持续时间等信息，任意输入手机号码或者固定电话号码，点击“开始呼叫”按钮，对方的手机或者固话就会遭遇持续“轰炸”。令人不可思议的是，这类软件的下载量惊人。截至8月13日下午5点，这款软件在该网站的下载已高达3万多次。而据央视此前报道，一款“呼死你”的软件下载量甚至高达125万次，“好评”高达数万条。
与下载量相对应的，是苦不堪言的受害者。据安徽商报报道，合肥市民邢先生收到陌生短信没在意，一天时间竟然接到4003个无主叫号码，平均21.6秒就会被呼叫一次！
“呼死你”网上明码标价只需50元可连呼3天
事实上，“呼死你”早已经成为了完整的利益链条。在网络上，提供“呼死你”服务的网店、商家轻易就可以找到，有些商家甚至公开明码标价出售服务。
记者在网络上找到了一个出售此类服务的微信公众号，对方出的价并不高——只需50元就可以连续呼叫任意号码3天，呼叫5天100元即可搞定。
记者连日调查发现，除了免费下载之外，还有一些网站公开售卖此类软件。随意在网上输入“呼死你”三个字，翻了几页后，点击进入一个某电脑网站，上面就明确标明了购买产品的价格。一套“呼死你”软件，从购买到激活、升级，全部有人在线指导。这类软件根据使用时间长短价格有所不同，比如1月版100元，半年版280元，终身版则需要2200多元。
对非实名电话或网络电话停止服务或可破解难题
此前，电信运营商工作人员表示，对“呼死你”的拦截存在一定困难，而有信息科技专家表示，下载手机拦截软件也不能从根本上阻止电话呼入。那么，如何破解这个难题？
北京安博（成都）律师事务所黄磊律师对该类案件有一定研究。他说，事实上，运营商可以有所作为，在他看来解决这个问题并不难。“电信运营商应当严格执行实名制，对非实名电话或网络停止服务，让其不能呼入、呼出，这样就可以有效防范他人利用非实名制电话或网络实施犯罪行为。”黄磊说，一旦严格实行实名制，查处（不法行为）也相对容易得多。同时，黄磊建议电信主管部门加强技术研究，从端口对这些网络违法行为予以限制。
律师说法：“呼死你”操作者涉嫌敲诈勒索
“呼死你”操作者通过短信威胁的方式，要求黄师傅“给钱消灾”的行为，已经涉嫌敲诈勒索。黄磊律师说，从发短信，到语音索要红包，可以明显看出操作者的行为属于实施电话骚扰，强制索要红包，根据《刑法》等相关法律规定，以非法占有为目的，对被害人使用威胁或要挟的方法，强行索要公私财物，数额较大或者多次敲诈勒索的，涉嫌构成敲诈勒索罪，受骚扰人可以以敲诈勒索罪报案，依法追究其刑责。
有律师认为，私用“呼死你”呼叫别人电话的行为，侵犯了他人的通讯自由权，虽然目前法律对“呼死你”软件使用没有明确规定，但根据《治安管理处罚法》第42条中“多次发送淫秽、侮辱、恐吓或者其他信息，干扰他人正常生活的”行为，情节较重的，处五日以上十日以下拘留，可以并处五百元以下罚款。
