　　中新社广州8月15日电 （记者 唐贵江）黄埔海关15日对外通报，该关侦查终结一起特大红油走私案，共查证走私红油28.56万吨，案值19.16亿元（人民币，下同）。

　　“红油”特指香港专门用于工厂、船舶的免税柴油，为方便辨别，人为添加红色染色剂。“红油”不能用于国际贸易。由于免税优惠，与在大陆销售的柴油存在一定差价，使红油成为珠江口水域走私的“热门”商品。

　　上述案件为海关总署一级挂牌督办案件。2015年3月，黄埔海关根据线索，对关区内通过水路、陆路走私红油并进行脱色、销售的活动展开全面摸查。

　　2015年8月，在海关总署缉私局、广东分署缉私局的指挥协调下，黄埔海关联合兄弟海关及地方警方，出动车辆33台、缉私艇6艘，分19个行动小组在东莞、广州、韶关、惠州等地同时开展抓捕搜查行动，共抓获相关犯罪嫌疑人39名，捣毁红油脱色工厂2个。

　　该关进一步开展扩线侦查，查明了脱色后的红油大部分运至东莞万江的某油库进行储存销售的情况。办案人员随即控制该油库管理人员，并扣押相关书证一批。

　　通过审讯以及对获取书证进行反复比对，最终查证陈某全、袁某威走私犯罪团伙共走私进口红油28.56万吨，案值19.16亿元。

　　经审讯，其走私手法主要是将“红油”从香港屯门等水域的大型油船过驳到港澳两地渔船后，非法运输至广东东莞中堂、麻涌、道滘等隐蔽水域，利用夜色掩护过驳至岸边经改装的油料运输车上，然后运至东莞某厂区进行脱色加工，继而销往广东省内。

　　目前，该案已移送检察机关审查起诉。（完）
