记者近期在山东、河北、广西、陕西等地调研发现，多地针对“群众身边的腐败”开展的专项行动表明，基层干部“蝇贪蚁害”问题突出，呈现“雁过拔毛”易发多发量大面广、“小官巨腐”触目惊心、部分村街干部“黑社会化”等态势，其害如虎。
“雁过拔毛”现象普遍
从多地专项行动查处的案件来看，基层干部不正之风和腐败问题呈现多样化、交叉化特征，涉及领域宽泛，专项资金和津补贴是“蝇贪”高发地，“雁过拔毛”现象普遍。其中，涉民生领域违纪违规问题多发，需进一步加大查处与查纠力度。
国家惠农政策专项资金成为一些基层干部觊觎的“肥肉”。他们挖空心思，以虚开虚报等方式，冒领、骗取或套取种粮补贴、占地补偿等补贴资金，或者骗取新农合资金等。

在广西梧州市纪检监察部门去年查处的案件中，因各种问题受到党纪政纪处分的“一把手”有108人。苍梧县渔政渔港监管站前后三任站长虚报冒领渔业用油补贴，涉案金额100多万元。而在农村，违规违纪主体主要是农村“两委”干部，集中在“一把手”。
山东东营市东营区六户镇小许村党支部书记、村委会主任万团结，在2010年3月份，安排3个村民将该村管理的排灌泵站被盗后剩余部分设备拆下，并到废品收购站变卖，得款3700元，其中700元作为“工夫钱”分给三个村民，剩余3000元据为己有。东营市垦利区胜坨镇小务头村原村委会主任刘成华于在任期间，利用协助胜坨镇人民政府管理村内街道建设改造工程资金的职务便利，挪用胜坨镇政府拨付的村内道路建设补助款13.09万元，用于支付张某某经营的林场工人工资。
河北省三河市高楼镇双营村党支部书记翟景林，在村庄土地流转过程中向一家公司索要财物、侵占村集体土地流转资金，涉案1080万元；河北省廊坊市香河县西北街村原村委会主任、党支部书记董福成，私分村集体养老保险金、非法占有村集体资金，涉案金额150多万元。
一些村干部大权独揽，独断专行，甚至认为农村工作“三分靠理，七分靠蛮”，有“霸气”才能压得住阵脚。山东利津县盐窝镇新合南村原党支部书记张观胜，2014年12月5日在村换届选举现场，伙同他人殴打选民致其受伤住院，被行政拘留10天并处罚款500元，当地党委给予其党内警告处分。
值得注意的是，近年来农村地区逐渐成为黑恶势力聚集发展区域，有的村干部成为家族势力、黑恶势力代言人，横行乡里、欺压百姓，趋于“黑社会化”。
一些地方中国公安部门统计显示，在近年公安机关打掉的黑社会性质组织中，发生在农村地区的占60%以上，群众举报的涉黑线索发生在农村的占70%以上。部分“黑社会”头目通过霸选、骗选、贿选等方式成为村干部，把持农村基层政权后，侵吞村街集体资源资产，欺压、残害百姓，成为农村一霸“黑村官”。
