缘起
博士生称老乡送来“账本”
田先生是湖南某高校的一名博士生。他表示，2015年7月一名老乡将一个账本交给了他，希望他向纪委举报。
“湖南省怀化市辰溪县的一项水利工程，包工头给水利局的领导送了钱，这事情引起民愤很大，会计把账本留下来了。”田先生所说的“账本”，是几页手写的报销单，上面写有“肖局，5万”、“李局，3万”、“黄局，3万”、“汪股，3万”等字样。
田先生解释称，该账本涉及辰溪县水利局几名局长、副局长收受笑天垅、柏杉、石坑垅、大木凼、云山五座小Ⅱ型水库除险加固工程的工程方贿赂的线索。
2015年7月，田先生通过辰溪县官网，将账本及相关线索提交举报，“但从7月到12月，我没有收到任何回复”。
2015年12月，田先生将材料发到天涯网上，并撰文举报了几项涉罪线索。“本人……一名少数民族博士生，偶然的机会发现承包人縢久刚……在工程招标和工程施工管理过程中对辰溪县水利局相关领导行贿，存在腐败行为。”
据帖文举报内容，縢久刚在承包湖南省怀化市辰溪县笑天垅、柏杉、石坑垅、大木凼、云山五座小Ⅱ型水库病险加固工程，为了在工程付款验收结算中得到关照等便利，于2012年5月3日在辰溪县水利局办公室，分别向辰溪县水利局时任局长肖典和送现金5万元，向辰溪县水利局时任副局长黄某某（当时分管财务）送现金3万元，向辰溪县水利局一汪姓股长（当时主管施工、工程质量）送现金3万元。
此外，黄某某通过关系安排亲弟弟在前述五个水库工程中送水泥，达到以权谋利的目的。黄某某的亲属在辰溪县“北京城”后面经营一家餐馆，每验收完一个工程，縢久刚都会宴请相关水利局验收人员到那大吃大喝。

南都记者查阅辰溪县人民政府网站，发现2016年8月1日，辰溪县审计局公布辰溪县2011年度笑天垅、柏杉、大木凼、石坑垅、云山5座小Ⅱ型病险水库除险加固工程结算审计结果，该项目的招标方式为公开招标，招标人为辰溪县小型病险水库除险加固工程项目管理部，招标代理机构为湖南三湘工程管理有限公司，监理单位为怀化市水利水电咨询监理有限公司，施工单位是湖南中格建设集团有限公司，中标价为951万余元。
审计局文件介绍，该项目最终的送审工程总造价约797万元，核减了约103万元，审计审定工程造价694万余元。
田先生表示，在帖文发出几天，有一名自称辰溪县纪委的女性给他打电话，让他请几天假，到辰溪配合调查。“我问她的姓名和所在部门，她不说，我就说不去，她就跟我说，我这样无凭无证举报，会被追究责任的。”
后来，经辰溪县检察院反贪局局长杨祖刚核实，此来电并非辰溪县纪委打来，而是举报文件中一名水利局副局长黄某某佯装的。
2015年12月，辰溪县纪委工作人员亲自上门向田先生了解了情况，然而三个月过去了，田先生没有收到进展的回应。

杨祖刚向南都记者透露，縢久刚否认行贿。已联系辰溪县纪委调查此事，尽管是否存在行贿受贿事实还未有结论，“但副局长黄姿英冒充纪委的人给举报人打电话，我们是核实到了。”
昨日，辰溪县纪委信访部门的工作人员向南都记者确认，此事已在调查中，具体细节暂时不方便公布。
