内蒙古一煤矿燃烧5年为骗补贴？当地官员否认
央广网阿拉善盟8月17日消息（记者周益帆 王志达）据中国之声《新闻纵横》报道，近日，“内蒙古一煤矿为骗取3.8亿灭火资金燃烧5年”的消息引发了舆论的关注。报道称，内蒙古自治区阿拉善盟额济纳旗红柳大泉煤矿火灾治理区的煤层五年来不断燃烧，然而这种燃烧竟是被人为纵火。还有媒体报道称，当地是为了争取3.8亿元人民币的灭火资金才人为点火的。为了“灭火”而“点火”，着实让人匪夷所思，真相到底如何？
红柳大泉煤矿位于内蒙古自治区的最西边，作为一个从上世纪就开始被开发的矿区，从一开始，它就面临着争议。先是被盗采，最近，又被指人为点燃套取灭火资金。但内蒙古自治区额济纳旗政法委书记唐学斌对此予以了否认。唐学斌说，红柳大泉煤田工程的层层转包确实是监管不力造成的，但煤田起火确实因为自然原因。从1998年到2002年期间，周边不法分子非法盗采，在煤田下面形成了采空区，塌陷后，长期风刮形成，发生火情，这种情况不存在人为纵火。
这一说法遭到了李兴明的否认。陕西神木人李兴明跟红柳大泉煤矿的缘分不浅。2010年，李兴明和李慧宁两人，结识了此前一直在内蒙古开矿的殷平山，2011年，三人与温州矿山井巷工程公司达成合作，共同投资温井集团从内蒙古众兴集团实际控制的六合胜公司那里，承包的额济纳旗红柳大泉煤田项目。
李兴明说：“殷平山在前六七年以前就在这附近开过矿，我们找到殷平山，殷平山说那个下面查考过，那个下面确实有煤，如果说把这个煤挖出来的话，我们还算有利可图，当时政府没有告诉这是灭火工程，温井和六合胜签合同他们只是挖土方子，你挖一方子土多少钱挖一方子土多少钱。”
据李兴明介绍，在确定项目之前，他们也去了红柳大泉煤田那里考察：不止可以有挖土方的工程款，煤也可以卖钱。“我们去的时候那个地方也没有人也没有火，我们问过当地的牧民，牧民说这个地方哪有火，三十米的土房下面才有煤，那个地方阻隔空气下面哪有火，那个时候我们也不知道政府搞灭火工程，我们想的那个地方有煤的话，准备在那个地方，跟政府说好，或者怎么样以后……最后才遇到这个，搞着搞着就变成了灭火工程。”
李兴明等人在索要工程款的过程中得知，2011年6月内蒙古自治区就灭火工程下发了红头批文。回想之前的施工过程，他们觉得有些不对劲，他觉得，工程里藏着不可告人的秘密。李兴明向记者展示了一份内蒙古自治区煤炭工业局批复的灭火工程设计方案。额济纳旗政府称，2011年6月15号，额济纳旗红柳大泉煤田灭火工程设计批复概算总投资为3.8亿元人民币，灭火工程资金由自治区财政补贴和阿拉善行署配套解决，残煤收益全部用于灭火工程。2011年至今上级下拨额济纳旗煤田灭火专项资金总计440万元，全部用于灭火工程。
额济纳旗政法委书记唐学斌介绍：“灭火的批复里就说了，红柳大田的灭火概算是3.8亿人民币，旗、盟配套解决，工程残煤的收益用于灭火，上级补贴资金440万就这么多，并不是说3.8亿就到阿拉善或者到额济纳旗了，现在到我们账上的440万就全部给人家了，全拨付到施工方了。”
但李兴明却说，自己开采煤矿时的确被要求点过火，“因为这个旗里面、盟里面有关领导安全领导人每个月要来这里面检查，你比方说明天要到这个地方检查，头天晚上就通知我们说赶快点火，我们说为什么要点火，因为领导要来检查，这是灭火工程，你灭火灭火没有火咋能成灭火工程，你把火点的越大越好，有时点一堆火，有时点三堆火两堆火”。他说，从2010年9月签订合同到2011年下半年，确实一直有煤产出，但是在2011年冬天开始，工程两次被停，至今工程款未结，煤也一直堆在工地上。
坑道里的火点了灭，灭了点，李兴明说前后至少五次。“你不点火，它着不了。我们在隔壁沙漠开着皮卡车，就把枯死的干柴收回来，收回来以后干柴点不着，我们山里头有修理装载机、修理汽车的修理厂，那个破旧的轮胎，用破旧的轮胎给倒上那个废机油，然后才能点着。坑道里面工作，它要挖这块了，一挖以后就把火给灭掉了。再过两天，领导又来检查了，再从另一个地方再点嘛。”
李兴明说，除了坑道着火，之前挖出来堆在外面的煤因为气温高，也着过，当地牧民教了他们方法，很快就灭了，“拿装载机铲上沙子，把土给铲上，煤的上面盖一层土，然后拿这个装载机碾压，碾压它隔住空气以后，自然就灭掉了。”
但是至今这个投入了至少440万元灭火工程款的红柳大泉煤田，还在燃烧。
李兴明说：“停工期间，我们一直要求六合胜总公司，我说这要烧多少媒，为什么要把这个火不让灭。他说这你不要管，坑道里的火不让灭，所以坑道里的火就一直烧着。这火能灭掉，你拿那个装载机铲上土，给他盖上一层土，拿装载机一碾压，隔绝空气它自然就灭掉了。”
到底是“灭火”还是“点火”？双方陷入了罗生门。但从内蒙古自治区煤炭工业局的批复来看，这项“灭火工程”不仅没能灭火，反而“烂尾”无人搭理致其燃烧5年，至今不熄。国家补贴的440万元灭火资金到底用在了哪里？额济纳旗政法委书记唐学斌坦言，上级补贴的440万元对于治理红柳大泉煤田的火并不够用，地方财政配套也存在一定的困难。
那么，对于批复“额济纳旗红柳大泉煤田灭火工程设计”的主要部门——内蒙古自治区煤炭工业局来说，在既没有明确各级政府补贴、配套资金比例，以及多年来无法实现红柳大泉煤田修复、复垦的情况下，又是如何最终通过概算资金为3.8亿元人民币的灭火工程方案的？记者一直尝试联系内蒙古自治区煤炭工业局，截至发稿，没有获得回复，相关情况，中国之声将继续关注。
