  8月11日,军委国防动员部在河北省石家庄召开2016年补选退工作部署会,部署年度补选退任务,研究做好新兵补充、士官选取和士兵退役工作措施办法。所属省军区军务(军务动员)部门领导和主管人员参加了会议。


  会议明确了今年补选退工作的基本原则和政策规定,部署了国防动员系统补选退任务,对当前兵员工作需要把握的一些具体问题进行了强调。会议代表围绕当前兵员工作存在的主要矛盾问题、对策措施和如何做好补选退工作进行了座谈讨论。会议决定,今年国防动员系统征接的普通新兵全部采取兵役机关送兵方式,用兵单位不再向接兵地区派出接兵机构和接兵人员,新兵质量由兵役机关负全责。新兵的铁运、被装计划,以及相关协调工作,由送兵单位所在省军区军务部门牵头负责。通过改革接兵方式,进一步减少接兵人员、简化工作层次、节约经费资源。会议要求,各级要充分认清形势任务,强化责任担当,坚持问题导向,加强研究探索,着力攻坚克难,创造性地做好工作。要注重搞好科学统筹,突出抓好新兵工作质量、士官选取风气、士兵退役管控,牢牢把握工作的重点和关键,确保各项工作抓到位落到底。要切实加强组织领导、明确任务、区分责任,搞好分类指导、重点指导、精准指导,坚持改进作风、深入一线、盯住末端,以扎实的作风推动各项工作落地见效。
