解读：缅甸新政府首位访华的领导人为啥是她？
明天起，将有一名重量级的外国政要访问中国。
这名政要应该有不少人都熟悉，中外媒体对她的报道很多，影视巨星杨紫琼主演过讲述她一生坎坷经历的传记片。
想必很多人已经猜到了，没错，她就是昂山素季。
昨天，中国外交部发言人陆慷宣布，应中国国务院总理李克强邀请，缅甸联邦共和国国务资政昂山素季将于8月17日至21日对中国进行正式访问。中国领导人将同她举行会见、会谈。
外事儿(微信ID：xjb-waishier)注意到，昂山素季是今年3月缅甸新政府成立以来首位访华的缅甸领导人。
自从在新政府中任职后，昂山素季收到美国、日本等多个国家的访问邀请，但昂山素季最终决定先访华再访美。
国务资政
昨天中国外交部的消息出来后，很多人注意到了昂山素季此次访华的头衔——国务资政。
去年11月，昂山素季领导的民盟在大选中获得压倒性优势。但缅甸宪法规定，总统本人、父母、配偶、子女等不得有外国血统或外籍，已故丈夫和两个儿子都是外籍的昂山素季因此无法出任总统。
但这并不能削弱昂山素季在缅甸的地位。
今年3月，缅甸举行新政府宣誓就职及总统权力交接仪式。在新一届政府中，昂山素季同时担任中国外交部、总统府部、电力和能源部4个部的部长(新政府一共设有21个部)。
一人身兼数个政府部长，这在全世界都极为少见。
4月初，缅甸联邦议会通过相关法律，昂山素季成为国务资政。在缅甸国家领导人排序中，国务资政仅排在总统之后。
社科院东南亚问题首席研究员许利平告诉外事儿(微信ID：xjb-waishier)，国务资政相当于总理的角色，昂山素季以国务资政的身份出访证明其在新政府中的重要地位。
在昨天的中国外交部记者会上，陆慷在答记者问时也提到，昂山素季在缅甸国家机构职位礼宾排名中在总统之后，其他领导人之前，因此根据上述情况和中方礼宾习惯，并参考昂山素季已有出访实践，经双方沟通，中方请
李克强总理邀请昂山素季国务资政来访并主持会谈。
实际上，国务资政并非缅甸的首创。同处东南亚的新加坡就早设有这一职务。如2004年李显龙接任总理后，他的前任吴作栋(上图)转任国务资政一职。2011年5月，吴作栋宣布不再担任这一职位，转而受聘为新加坡荣誉国务资政。
出访选择
外事儿(微信ID：xjb-waishier)梳理公开资料发现，在新政府中任职四个多月，昂山素季在国际舞台的露面并不多。
5月6日，昂山素季以国务资政兼中国外交部长的身份随缅甸总统吴廷觉出访老挝。
6月1日，昂山素季出席在泰国曼谷召开的世界经济论坛东亚会议。这是她在新政府中任职以来首次出席国际会议。
6月23日开始，昂山素季对泰国进行了为期三天的访问。值得一提的是，昂山素季的出访是受泰国总理巴育邀请的，出访身份是国务资政。
7月24日至27日，东亚合作系列外长会在老挝首都万象举行，昂山素季作为中国外交部长出席了会议。
也就是说在这四个多月中，昂山素季的足迹未离开过东南亚。此次出访中国，将成为她新政府中就职后访问的首个大国及非东盟国家。
昂山素季为啥选择中国?此前有消息称，日本、美国等多个国家都曾向她发出过访问邀请。
厦门大学南洋研究院缅甸问题专家范宏伟对此表示，昂山素季先访华再访美凸显缅甸更重视邻邦外交。昂山素季此前在接受中国媒体时就表示，中国是缅甸邻国大国，而具体到边境安全、跨境治理等问题上，域外大国是鞭长莫及。
再往前看，中国成为昂山素季首次出访的大国并非无迹可寻。
今年4月5日至6日，受昂山素季的邀请，中国外交部长王毅访问缅甸，成为缅甸新政府接待的第一位外长。
7月8日，中国国家安全部部长耿惠昌访问缅甸，并与昂山素季进行了会面。据缅甸媒体报道，也就是在这次会见中，耿惠昌向昂山素季发出了访问邀请。
8月10日至14日，也就是在昂山素季出访前两天，中联部部长宋涛率团访问缅甸。据新华社报道，昂山素季和宋涛谈中缅关系、谈党际交流、谈治国理政经验、谈双边务实合作，话题越谈越广，互信越叙越深，转眼已经一个多小时，交流气氛仍热烈友好，笑声不断。
访华议题
昂山素季此次访华将会谈及哪些议题?与哪些人见面?
外事儿(微信ID：xjb-waishier)注意到，在昨天陆慷的介绍中，昂山素季访华期间，中国领导人将同她举行会见、会谈。此外，昂山素季还将赴其他城市参访。
不过除了
李克强总理外，陆慷并未提到她还将和哪些领导人会见，也未提到她会去哪些城市参访。
去年6月10日，昂山素季以民盟领导人的身份访问北京。当时她和习近平、李克强都进行了会面。至于参访城市，除了北京外，昂山素季还去了上海和云南。
许利平对此表示，通过出访争取更多投资是昂山素季的主要目的之一。缅甸目前基础设施比较落后，而且改革也处于起步阶段，这些都需要向中国借鉴经验。
据媒体报道，昂山素季去年在访问上海时就对上海市委书记韩正感叹，上海取得如此巨大的经济成就，在社会发展领域必然有着自己的成功经验。
“昂山素季可能会去中国一些开发区参访。缅甸迫切需要学习经营经验和中国模式，缅甸现在搞迪拉瓦经济特区以及中缅皎漂经济特区。而且民盟首次执政，需要学习经济建设方面的经验。”许利平说。
密松电站问题也是媒体关注的焦点之一。
密松水电站位于缅甸伊洛瓦底江干流上游，于2009年12月开工建设，由缅甸电力部、中国电力投资集团、缅甸亚洲世界公司组成的合资公司投资建设。
2011年9月，时任缅甸总统吴登盛突然致函议会，单方面宣布在其任期内搁置密松水电站项目。而在此之前，吴登盛还曾两次视察水电站，并对项目的推进情况表示满意。
搁置近4年后，本月12日，缅甸方面宣布成立“伊洛瓦底江-密松流域水力发电站项目审核委员会”，旨在有效地审核包括密松项目在内的克钦邦水力发电站。
许利平告诉外事儿(微信ID：xjb-waishier)，这是一个好的开始，毕竟中资企业已对该项目投入了大量资金，不能不了了之。这也将成为展示缅甸新政府是否保护外国投资的一块试金石。
不过范宏伟强调，中缅之间一些议题很复杂，比如像密松水电站项目，不太可能指望一次来访就全部解决。
