  近日麦当劳宣布,2017年美国市场将采购不使用人类抗生素的鸡肉产品,但其海外市场却未作出同等承诺,引发多国关注。为什么一个鸡肉汉堡要实现两套标准?含抗生素鸡肉会有食品安全风险么?


  食品安全专家表示,从当前中国食品动物养殖模式、动物疫病发展现状等情况看,现阶段食品动物养殖过程使用兽用抗生素等抗菌药仍不可替代,近三年中国动物产品兽药残留检测合格率达到99.9%以上。


  麦当劳:


  结合实际推进行业发展


  近日,麦当劳承诺在本土餐厅停用抗生素鸡肉,在海外引起了反响。英国一家慈善机构呼吁消费者向麦当劳首席执行官史蒂夫·伊斯特布鲁克发电子邮件,要求麦当劳在全球范围内,停止供应使用过抗生素的肉类和乳制品。


  鸡肉中为什么会有抗生素?这是因为,畜牧养殖业中,使用抗生素可以起到促进动物快速生长、杀死细菌或阻止细菌生长等作用,亦可预防和治疗细菌性感染。也就是说,抗生素是兽药的一类。据新华社报道,抗生素在人类医用药物使用量占处方药总量的约6%,但在兽药中则占70%以上。


  公共卫生专家表示,鸡肉中的抗生素如果人体长期摄入过多,会产生对抗生素的强烈耐药性。


  美国本土,去年10月赛百味宣布从今年开始在其美国餐厅供应不含抗生素的鸡肉和火鸡肉。去年12月,棒约翰宣布在今年夏天前停止出售使用过抗生素的鸡肉。


  对于“两套标准”,麦当劳中国向记者表示,在动物治病过程中使用抗生素是必须的。麦当劳要求中国供应商对于抗生素的使用须严格遵守国家相关的法律法规。麦当劳将与相关政府部门、供应商、专家协作,根据中国农业的实际情况,逐步推进行业的发展。

  现阶段难弃抗生素


  为什么动物治病必须使用抗生素?复旦大学公共卫生学院的教授厉曙光表示,畜禽类的养殖过程中会产生呼吸系统、消化系统等很多疾病,特别是一些大规模的养殖场,假如不使用抗生素的话,会出现畜禽的大规模死亡。


  那么,为什么美国就能停用抗生素,而中国却不能,如此“双重标准”是否有些不公平?厉曙光表示,两国的法规标准有所不同,也并非所有美国标准都高于中国,比如瘦肉精,美国的猪肉、牛肉里面是允许瘦肉精的,但是中国是零容忍,不允许添加。再有大米里面含铬的允许标准,我们中国是0.2,美国是0.4比中国高一倍。


  中国兽药协会则表示,从当前中国食品动物养殖模式、动物疫病发展现状、饲养管理技术水平及中国整体经济水平来看,现阶段食品动物养殖过程使用兽用抗生素等抗菌药仍不可或缺、不可替代。应该说,解决兽药残留、耐药性问题的关键是养殖过程要合理用药、规范用药、依法依规用药。


  针对动物产品中兽药残留、细菌耐药性问题,近年来农业部采取严格兽用抗菌素审批; 规范兽药生产经营使用活动; 逐步淘汰人畜共用及高风险兽药品种; 鼓励中兽药的研发、应用;建立执业兽医和处方药管理制度;大力推进畜禽标准化、规模化养殖等一系列监管措施。


  目前国际食品法典制定了67种兽药残留限量,并对12个兽药提出了风险管理建议。各国结合本国实际,分别制定了本国标准,例如美国已制定95种兽药的残留限量,欧盟有139种。中国兽药残留限量标准中有98%的可比项目已达到或超过国际标准。从农业部组织的近3年动物产品残留监测数据可以看出,残留检测合格率达到99.9%以上。
