　　中国外交部副部长李保东在吹风会上介绍，9月4日至5日，二十国集团领导人第十一次峰会将在中国杭州举行。习近平主席将主持峰会欢迎仪式、开幕式、五个阶段会议、闭幕式等十余场活动，二十国集团成员和嘉宾国领导人及有关国际组织负责人将应邀与会。

　　峰会上，习近平主席将同各方一道，围绕“构建创新、活力、联动、包容的世界经济”主题，以及“加强政策协调、创新增长方式”“更高效的全球经济金融治理”“强劲的国际贸易和投资”“包容和联动式发展”“影响世界经济的其他突出问题”等重点议题展开讨论，聚焦世界经济面临的最突出、最重要、最紧迫的挑战，为国际合作指明方向。会后，习近平主席将出席记者会，向中外记者介绍峰会成果和会议情况。

　　一是发挥二十国集团引领作用，体现战略远见和雄心，为世界经济指明方向，发掘动力。二是加强国际经济合作，发扬同舟共济的伙伴精神，共同应对风险和挑战，发出团结、开放、包容、合作的强有力信号。三是创新机制建设，打造合作平台，为二十国集团从危机应对向长效治理机制转型提供坚实保障。杭州峰会能够成为一次集众智、聚合力的峰会，为世界经济增长、国际经济合作、全球经济治理开创新愿景，提供新动力。

　　财政部副部长朱光耀表示，今年以来，二十国集团财金渠道紧密围绕峰会主题，就全球经济形势、“强劲、可持续和平衡增长框架”、投资和基础设施、国际金融架构、金融部门改革、国际税收合作、绿色金融、气候资金、反恐融资等议题开展合作并取得积极进展。各方明确了结构性改革的9大优先领域和48项指导原则，制定了衡量改革进展和成效的指标体系；通过了《全球基础设施互联互通联盟倡议》、《G20数字普惠金融高级原则》等。杭州峰会将进一步聚焦应对全球经济和国际金融市场的突出风险，聚焦促进全球经济增长和稳定金融市场的共同行动，凝聚二十国集团成员共识，对外传递二十国集团团结一致的积极信号。

　　中国首次把绿色金融议题引入二十国集团议程

　　人民银行副行长易纲表示，担任二十国集团主席国以来，中国加强宏观形势研判和政策协调，着力加强结构性改革顶层设计，主导制定《杭州行动计划》，为实现“强劲、可持续和平衡增长”的目标做了大量工作。中国重启了国际金融架构工作组，推动建立更加稳定和有韧性的国际金融架构，取得了丰硕成果。中国首次把绿色金融议题引入二十国集团议程，创建了绿色金融研究小组。金融部门改革仍将是杭州峰会的重要议题，将就建立开放和稳健的金融体系，建立宏观审慎政策框架和发展普惠金融形成重要成果。

　　哪些贵宾将出席？

　　首先要科普一个小常识，G20有20个成员或者说成员经济体，但不是20个成员国，因为欧盟是作为一个经济实体而非国家加入G20的。

　　这20个成员经济体的领导人想必不会错过此次峰会。除了他们，按惯例，G20还会邀请7个国际组织的领导人或代表与会——联合国、世界银行、国际货币基金组织、世界贸易组织、国际劳工组织、经济合作与发展组织和金融稳定委员会。

　　东盟、非盟和非洲发展新伙伴计划组织的轮值主席国也是G20峰会的常客。今年，老挝、乍得和塞内加尔就分别作为这三个组织的轮值主席国，接到了中方的邀请。

　　此外，G20主席国还有一个小“特权”——邀请一个或多个国家作为“特邀嘉宾”与会。今年，中国就邀请了哈萨克斯坦和埃及这两个具有代表性的发展中国家。本届峰会也将成为G20历史上发展中国家参与最多的一次峰会。

　　G20会议就两天？

　　今年的领导人峰会将于9月4日至5日在杭州举行，但G20的活动纵贯全年，共在中国20个城市举办各类会议60多场，参与和涉及的人数将达数万人次。

　　目前，协调人会议召开了三次，就筹备工作总体方向、重点领域、重点议题等达成了共识。财长和中国中央银行行长会议也召开了三次，为杭州峰会做财金成果准备。

　　5月底以来，农业、能源、就业、贸易等G20专业部长会密集召开，作为配套活动的妇女会议、智库会议、民间社会会议、劳动会议、青年会议等也陆续举行，在不同领域、从不同角度，为杭州峰会做准备，推动各方将共识转化为行动。

　　G20打算谈点儿啥？

　　作为全球经济治理主要平台，引领世界经济增长、推动国际经济合作是G20的应有之义，但各方所探讨的议题并不仅限于金融、贸易、投资等传统经济领域。

　　今年有两个“第一次”特别引人注目——第一次将发展问题置于全球宏观政策框架的突出位置；第一次围绕落实2030年可持续发展议程制定行动计划。中方还将推动G20成员开展合作，帮助非洲和最不发达国家加速工业化发展，实现减贫和可持续发展目标。
