围观！贪官的“底线“比你想的还要低

　　关于落马贪官，有两类新闻政知君一定会仔细看一看：一种是贪官“双开”通报，从中能了解官员的违纪情形；另一种是贪官忏悔录，又名“我是怎么变成阶下囚的”或者“外逃贪官到底有多惨”。

　　这两天， 又看到了一篇贪官忏悔录，作者是原江苏省淮安市中国国家发展改革委员会工业处处长杜国庆，他因受贿26.5万元被判处有期徒刑三年。

　　“我还记得，第一次接受别人赠送的礼物是一条中华烟、两瓶郎酒。当时，我是推辞再三，但经不住送礼人的再三劝说，最终收下。……收礼时，我已完全没有全心全意为人民服务的宗旨理念，……变得无所顾忌、麻木不仁。”杜国庆认为，自己会走上贪腐之路，是曾因父亲生病而为筹钱发过愁，从而对金钱的贪欲变大。

　　 注意到，击溃杜国庆贪腐底线的不过是一条中华烟和两瓶郎酒，折合成人民币大概千元左右。而不少贪官底线的失守过程都与杜国庆类似，从一顿饭、几百块开始，最终赔上了自己的自由。

　　开始点滴小贪日积月累难收手

　　“我今天的一切，都是从一顿饭、一包烟、一瓶酒到一张卡，再到一千、两千、三千、五千、一万元积累而来的，在金钱面前，我终未能守住底线，日积月累，积少成多，从而铸成了今天的大错。”作出这番忏悔的是江苏省盱眙县城管局党组副书记、副局长王小华。

　　2011年11月至2013年期间，王小华在明知盱眙县一项工程没有建筑图纸，不符合渣土处置外运的情况下，三次违规审批，给国家造成120万元损失；他利用职务便利，为他人提供帮助，先后多次收受贿赂共计18.7万元。

　　由小贪开始没能收住手的王小华因滥用职权罪被判处有期徒刑六个月，加上受贿罪判处的有期徒刑，最终，他要在牢狱中度过两年零八个月。

　　听到有人送钱就很有成就感

　　令 稍感到震惊的是，一位大学领导贪污受贿的金额竟可以高达400多万。而更令人吃惊的是，这位大学教授竟是个“法盲”，他曾长时间认为收受购物卡不是受贿，一次收受钱物不到1万元不是犯罪等。有这些可怕又可笑的错误认识的是原齐鲁工业大学党委书记徐同文。

　　据他回忆，“曾经，在2003年前后筹建临沂大学期间，每当为学校筹集到一笔建设经费，我就会从内心感到很有成就感。可到了2012年之后，每当听到有人给家里送钱，我才会从心里感到很有成就感。”2000年至2014年期间，徐同文利用职务便利，为多家单位和个人谋取利益，索取或者非法收受他人贿赂折合人民币高达423万余元。2009年5月，他还虚列支出，套取科研经费1.4万余元占为己有。

　　从第一笔收受的贿赂不足1万元到一步步“滚雪球”达到400万的巨额，从收小钱不拒到什么都收、谁的钱都要，徐同文在谋取私利的犯罪道路上越走越远。

　　为了800多元赔上五年自由身

　　与第一次收受贿赂不足1万元的大学教授相比，大学生村官苏瑞武的经历更夸张。他的违法犯罪所得只有800多元，换来的却是长达5年的牢狱生活。

　　2008年大学毕业后，苏瑞武通过了河南省统一大学生“村官”考试，被分配到高村镇二郎庙村担任党支部委员，同时兼任会计职务。他筹措资金开办了一个山羊养殖场，养殖场的经营虽然没有像预期一样带领全村人致富，但也解决了一部分村民的就业问题。这时，苏瑞武和许多大学生村官一样，秉持着“一心为大家”的初心。

　　但是，在结婚成家并有了孩子之后，苏瑞武最初一心带领全村创业致富的信念开始慢慢消退，取而代之的是如何让自己的小家变得更加富裕。

　　2012年7月至10月，他协助高村镇政府从事国家征用土地补偿款的管理和发放，其利用职务上的便利，挪用公款25万元进行营利活动，非法获得收益852.27元。正是这区区800多块钱，断送了苏瑞武的村官之路。

　　一件衣服竟让底线失守

　　 还发现，有领导干部收受的第一笔“好处”既不是小额数目的金钱，也不是不足千元的烟酒，而是一件“值不了多少钱”的衣服。

　　案例主人公关志强原是河南省淇县审计局总审计师兼经贸基建股股长，2010年至2014年，他利用分管政府投资审计的职务之便，多次收受他人财物共计15.29万元。

　　据他回忆，2012年春天的一天，从外地来淇县投资的一位开发商要他陪着买几件衣服，并坚持要送他一件衣服。抱着一件衣服值不了多少钱，收下也没什么大不了的心态，关志强收下了开发商送的衣服。此后，他一步步堕落，多次接受开发商的外出就餐和游玩邀请、购物卡、特产等物品，后来升级至直接接受开发商的5万元现金贿赂。

　　后来，关志强只能在6年的牢狱生涯中反思由一件衣服引发的“惨案”。
