韩国《中央日报》：您的意思是足球发展不是一蹴而就的，需要长期规划。那么请您说明一下规划的基本方向。
张剑：2015年我们与中国国务院一起制定了《中国足球发展改革总体方案》，今年4月与中国国家发展改革委员会一起制定了近期、中期和远期规划。经济和行政领域的规划通常是以五年或十年为单位制定，而制定35年的长期规划在中国也是非常罕见的。首先制定的规划是，从根本上改造中国足球队的体质和结构并推广普及足球，扩展基层受众，在目标期限2050年将中国足球发展成为世界最高水平，而且不仅是以提高国家足球队的排名为目标，其中还包括通过足球创出经济附加效益、为个人的幸福和生活品质做出贡献等让足球为改善人民生活方式产生积极影响的内容。

张剑：虽然越快越好，但我们并不着急，会瞄准最佳时期。所谓最佳时期是指我们充分拥有举行世界杯的竞争力的时候。如果从现实情况来看，2022年将在同处于亚洲圈的卡塔尔举行世界杯，因此(根据大陆巡回分配原则)中国举行世界杯似乎要到2030年或2034年左右才会有机会。
韩国《中央日报》：现在中国正在投入巨额资金收购海外著名足球俱乐部并将足球明星聘用到中国联赛，这样不禁会让人产生耗费巨资是否真的能收回成本的疑问，这种大规模投资是根据国家政策或指示进行的吗？
张剑：这是国家和企业两个层面共同发挥作用的结果。从国家层面来看，这是在领导人强烈的关注下将足球作为国家发展战略之一，而企业则是国家全力支持下带着对未来的坚定信念来发展足球。实际上，通过职业足球队创出经济利润的成功事例在世界上也很鲜见。即使如此，中国企业还进行投资的原因大致有如下三个，即“企业的广告效果”、“对足球迷的责任感”和“开拓新的事业机会”。支持足球队的企业可以受到足球迷的热烈欢迎，发展成为世界级品牌，日后还可发展成为电子产品出口或房地产等项目。这不仅瞄准了中国国内市场，还瞄准了海外市场，恒大集团或苏宁集团就正在实现这一目标。
