　　公安机关介绍，该县国税局原党组成员、纪检组长刘某，及该县消防大队原教导员李某等2名公职人员涉案，被依法处理的十余人中，有未成年人11名；3名受害者中有2人未满14岁，1人刚满14岁。目前，刘某已被撤销职务、开除党籍及公职，李某已被免职。

　　5月中旬，慈利县公安局接到该县居民报警，称其女儿嘉嘉（化名）被一群年轻人殴打。原本看似是一起未成年人霸凌事件，但慈利警方根据线索倒查，牵出一桩10余名未成年人涉案的卖淫案件。

　　经查：2016年3月以来，林某（38岁，男，慈利县人）以金钱为诱饵，唆使慈利四中高中生唐某（未成年）找学生与其发生关系，唐某邀同校高中生柴某（未成年）参与，采用引诱、威胁的方式，迫使初中生媛媛（化名）、小琳（未满14岁）、嘉嘉（未满14岁）等3人卖淫，嘉嘉因拒绝而被殴打。

　　警方调查发现，5月14日，在慈利县某酒店，该县国税局原党组成员、纪检组长刘某嫖宿刚满14岁的初中生媛媛，支付嫖资1100元。另外，慈利县消防大队原教导员向招嫖“中间人”唐某、柴某分别支付500元，并支付未满14岁的小琳500元。随后小琳借口离开，两人未发生实质关系。

　　此案中，多名高中生及辍学、休学青年“招嫖”，并引诱威逼初中生卖淫。17名涉嫌违法犯罪人员中，有11人未成年，其中在校生5人，辍学及休学6人。3名受害人中，2人未满14岁，1人刚满14岁。

　　在刘某嫖娼事件中，起到关键作用的“牵线人”小波（化名）就是一名辍学的未成年人，他与刘某在当地歌厅相识，并将媛媛介绍给刘某，收取了800元介绍费。

　　此外，还有多名在校生及辍学生强迫、威胁受害者卖淫，受害者嘉嘉因不从而被殴打。另有辍学休学人员负责联系嫖客，其中绝大部分未成年人。

　　在上述案件中，辍学休学人员、无业游民在胁迫、引诱、介绍未成年人卖淫时扮演了重要角色。

　　办案人员告诉记者，目前治安管理中对无业游民的管理确实存在难点。由于没有固定职业及单位，所以社会难以对这个群体形成约束，加上这一群体往往无组织，对违法行为的事先预防教育存在盲区，常以问题发生后的事后惩戒为主，亟待引起重视。

　　目前，慈利县委县政府已以此案为鉴，大力开展作风建设、反思警示教育。
