湖南益阳原书记马勇获刑12年 干预命案致重罪轻判
8月19日，经湖南省高院指定管辖，郴州中院审理的被告人、益阳市委原书记马勇受贿、滥用职权案一审宣判。
湖南省益阳市原市委书记马勇曾干预命案致重罪轻判，2016年年初被中央政法委予以通报，引起广泛关注。
据郴州市中级人民法院官网公布，8月19日，经湖南省高级人民法院指定管辖，郴州市中级人民法院审理的被告人、益阳市委原书记马勇受贿、滥用职权案一审宣判，被告人马勇犯受贿罪，判处有期徒刑10年，并处没收个人财产人民币100万元；犯滥用职权罪，判处有期徒刑4年；数罪并罚，决定执行有期徒刑12年，并处没收个人财产人民币100万元。被告人马勇犯罪所得折合人民币共计368万余元，予以没收，上缴国库。
法院审理查明，被告人马勇自2007年至2013年期间，利用担任益阳市人民政府市长、中共益阳市委书记等职务之便，单独或共同收受他人给予的人民币91万元、美元12.3万元、港币38万元、欧元1万元、4708.33克黄金、一块伯爵牌白色女式手表、一对雷达牌白色情侣手表。
其中，2012年至2013年期间，马勇应胡双福（另案处理）的请求，向益阳市政法机关相关领导就胡勋焘、胡勋恒一案打招呼，后在其办公室收受胡双福委托吕清江转送的人民币10万元以及价值人民币3.3万元的100克“百福图”金条一根。
法院认为，马勇身为国家工作人员，接受他人请托，利用职务便利，为相关单位和个人谋取利益，收受财物，数额特别巨大；滥用职权，违规返还土地出让金，致使国家财产遭受重大损失，情节特别严重。法院据此作出了上述判决。
2016年3月29日，经湖南高院指定，郴州中院曾公开开庭审理被告人马勇涉嫌犯滥用职权罪、受贿罪一案。澎湃新闻记者曾旁听该案庭审，出庭时，1957年出生的马勇已是头发全白。庭审中，对于检方指控的涉嫌滥用职权、受贿等犯罪事实，马勇当庭表示没有异议。最后陈述阶段，马勇请求站起来陈述，并当庭表示忏悔。马勇陈述称，法院依法作出生效判决后，他将认真服刑改造，洗心革面重新做人，恳请法庭考虑其为党和政府工作多年，且在本案中确有一些符合法定从轻从宽处理的情形，在量刑中依法从轻处理。
马勇落马之后，其干预司法的案例因其影响恶劣曾多次被通报。2016年2月1日，中央政法委公开通报7起领导干部干预司法典型案例，第一起即为马勇干预的“胡氏兄弟故意伤害案”。
此前的2015年5月13日，据湖南省纪委消息：经湖南省委批准，湖南省委副秘书长马勇涉嫌严重违纪，接受组织调查。
2016年8月，经湖南省纪委立案审查并报经湖南省委批准，决定对马勇给予开除党籍、开除公职处分。官方通报称，经查，马勇违反政治纪律，对抗组织审查；违反组织纪律，利用职务上的便利在干部选拔任用中为他人谋取利益并收受财物；违反工作纪律，违规干预和插手司法活动并收受财物；利用职务上的便利在企业经营方面为他人谋取利益并收受财物。
