云南“双百院长”王天朝贪腐上亿元 已开庭审理

受贿亿元
多来自医院基建项目
普洱市检察院指控了王天朝的15项犯罪事实。其中，王天朝被控受贿的1亿多元绝大部分来自医院和职工小区建设项目，控罪跨越2004年至2014年，均发生在王天朝任云南省第一人民医院院长期间。
近年来，全国多地公立大型医院频频扩张，云南省第一人民医院也不例外。不仅在昆明安宁市太平新区建设了新昆华医院，老医院里也拆旧建新。王天朝被指控在门诊楼、住院楼、1号楼等项目都留下了敛财的痕迹。
据检方指控，仅在新1号楼项目建设中，王天朝的受贿行为就涵盖了设计、装修、电梯等多个环节。检方还指控，2007年至2013年间，王天朝帮助云南博洋辰装饰工程有限公司联合另一家公司，承揽到了医院住院综合楼的土建和初装修工程，先后7次收受博洋辰公司总经理张某某贿赂的现金共800万元。2008年至2014年间，王天朝为昆明军龙岩土工程有限公司承揽医院新门诊楼立体停车库等工程提供帮助，先后8次收受该公司负责人贿赂的现金610万元……
一位云南卫生系统的人士告诉记者，医院扩张在近些年是普遍现象，基建项目投资巨大、利益惊人，一些医疗系统的官员往往就“栽”在这上面。
百套房屋
乃开发商行贿抵现金
王天朝之所以被冠以“双百”院长之称，是由于此前云南省纪委公布其受贿了100套住房、100个车位。检察机关18日将王天朝受贿100套住房的事实列在所有受贿事实的首位进行指控，但指控不涉及100个车位。
检察机关指控：2010年6月，王天朝利用其担任云南省第一人民医院院长的职务便利，为昆明仁贤房地产有限公司董事长徐某某承揽、开发省一院安宁市太平镇分院职工住宅小区昆华苑工程提供帮助。王天朝收受徐某某通过谢瑜、李季贿赂的昆华苑小区100套住房，价值8300多万元。
“昆华苑只有一部分房子是集资优惠给职工的，还需要抽签决定。”一位省一院职工说，“没想到他一个人就有100套，知道这件事后我们都很震惊。”而据记者了解，昆华医院职工仅购买了昆华苑中的600套住房。
买官卖官
导致“坍塌式腐败”
王天朝的部分受贿行为涉及“买官卖官”。一位医院职工告诉记者，王天朝任职期间，医院有不少“大动作”，如很多科室被一分为二或一分为三，科室主任增加了不少。检方指控，2012年5月，省一院心内科主任医师黄某某找到王天朝，要求成立新科室并让其当主任，为此送给王天朝10万元。后来，在王天朝帮助下，2013年8月，医院新成立了心脏康复科，黄某某担任主任。有职工告诉记者，王天朝在任期间，正常晋升职称都要找关系，不“运作”很难成功。
王天朝的腐败带坏了医院管理层风气，导致后来出现“坍塌式腐败”。云南省纪委此前通报，省一院还有10多名处、科级干部和医疗专家被查处。被查处的人当中包括当时分管基建的副院长、药房主任和质检员、后勤服务中心主任等。
看似走过正常程序的招投标项目，是如何被王天朝干预的？证人证言表明，有的项目是王天朝在招投标中设置了一些有利于特定公司的条件，有的则是在特定场合进行暗示。检方在宣读公诉意见时也指出，王天朝大肆进行官商勾结、权钱交易。
庭审焦点
“双百”为何变“单百”？
在案件进入司法程序之前，云南省纪委曾就王天朝案进行过通报，其中提及王天朝受贿100套住房、100个车位。但检方18日仅指控了王天朝受贿100套住房的犯罪事实，并未提及100个车位。
检方出示的谢瑜、李季等人证词显示，昆华苑销售一段时间后，徐某某表示要感谢王天朝等人，但因为资金紧张，愿意拿出价值相当的100套住房、100个车位，送给王天朝、谢瑜和李季。王天朝听说后表示“没有办法了，送房子也可以”。
王天朝本人的供词则表明，开发昆华苑项目时自己作为院长给了支持，所以对方要感谢，由谢瑜、李季接收房子自己比较放心。此后，徐某某打了8000多万元到谢瑜、李季公司的账上，两人又操作用这笔钱去昆华苑买了100套房子。当时销售人员的证词说，一天徐某某打电话来说有人要买房，对方来了以后以几家公司的名义签订了100套房产的购房合同，但没有另行购买100个车位。一位知情人告诉记者，正是由于100个车位没有办理相关手续，所以在法律上没有作为受贿事实起诉。
