长途费不难理解，就是在拨打外地号码时候，加收的费用。不仅手机有这笔收费，固定电话的长途费，也比本地通话贵上不少。而所谓漫游费，则更像一个手机“专属”的概念了。比如说你在北京办了一张手机卡，出差去了上海，给上海的朋友打电话，也要多收一笔钱。

1994年，原邮电部发布了《关于加强移动电话机管理和调整移动电话资费标准的通知》，要求移动电话需要收取0.6元/分钟的自动漫游费，而这也是被认为是国内手机漫游费的由来。有分析认为，说当年的相关政策出台的背景是，国内的移动通信行业发展不平衡，为了保证西部地区的移动通信公司可以取得足以支撑当地较高成本的收入，防止东部地区资费相对较低的手机号大规模地在西部地区长期异地使用。

之后在2008年，工信部发布《关于降低移动电话国内漫游通话费上限标准的通知》，将原邮电部规定的0.6元/分钟漫游费定位漫游费上限。

上限是0.6元，下限是0元。其实在此之前，已经有不少手机套餐不再收取这两笔费用。继而，这两笔看起来“并非是必要”的支出，也让三大运营商面临“不合理收费”的诟病。

国内的漫游费即将取消了，不过，国际长途和漫游费，还将继续存在。我们来看一下其它国家，对手机漫游采取什么样的收费方式？中国游客到国外旅游的时候，又该如何选择适合自己的运营商和手机套餐？

首先看一下新加坡。对于这个国土较为“袖珍”的国家，本国内部不存在“漫游费”的问题。而针对到新加坡旅游的外国游客，新加坡的电信运营商推出了专门的“游客套餐”。

央广记者张筱璇报道，在中国移动的海外漫游费价格表中，新加坡是最便宜的国家和地区之一。拨出和接听新加坡本地和国内的电话，都是0.99元人民币，手机流量费每天30元人民币封顶。不过翻看各大旅游网站的出行攻略，多数人还是推荐购买新加坡当地的手机卡。这其中，运营商Singtel推出的售价15新加坡元、约合人民币70多元的游客卡，最具人气。这个套餐有效期5天，包含500分钟本地通话、100条本地短信、30分钟国际长途通话，接听免费，此外，还有4GB的本地数据流量。一般情况下，无论是通话时间还是流量，都足够游客使用。一旦在新加坡停留两天以上，买一张游客卡，显然比支付漫游费更加划算。如果停留时间超过5天，运营商还有更高价位的套餐可供选择。针对游客的手机套餐在市区7-11便利店很容易办理，不过略显尴尬的是，最低价位的电话卡在不少游客到达新加坡后的第一站，樟宜国际机场，却难觅踪影。不少游客反映说，逛遍整个机场，也没有找到低于30新加坡元的手机卡。要想物美价廉，就得忍受一小段“断网”的时间，进入市区之后，再作打算。

在疆域辽阔的俄罗斯，国内“漫游费”同样存在，而政府推动的取消漫游费的计划，长期以来进展的缓慢。全球华语广播网俄罗斯观察员张舜衡介绍说，俄罗斯的主要电信运营商恐怕并没有动力彻底取消国内漫游费。同时，在广阔的国土上铺设全国性手机信号网络，成本问题不容忽视。

张舜衡介绍，俄罗斯移动运营商Megafon在提供移动通信服务时将俄罗斯全国划分为8个大区，每个区都涵盖若干个联邦主体,用户离开自己所属区域到另一个区域时就会产生移动漫游费。俄罗斯政府早有计划取消漫游费，但碍于市场竞争格局等原因，进展较慢。长期以来，由于俄罗斯电信市场缺乏竞争，尽管运营商们在降低漫游费上推出了多项举措，但并没有动力彻底取消国内漫游费。目前俄罗斯通讯运营商Megafon的漫游费，主叫和被叫通话都是9卢布/分钟，约合人民币0.88元/分钟，发送短信1.8卢布/条，约合人民币0.18元/条。另一方面，俄罗斯是一个幅员辽阔的国家，要铺设全国性的网络是一项规模浩大的工程，而目前俄罗斯的电信设施大多集中在莫斯科、圣彼得堡地区。

在取消电信漫游费的道路上，欧盟国家似乎走在了世界前列。早在2014年，欧洲议会就以压倒性多数投票通过了在在欧盟成员国之间停止收取手机漫游费的提案。

中国国际广播电台记者刘华桢说，这个决定显然让移动运营商不满，但是无疑会受到消费者的欢迎。欧盟数字事务专员尼莉·克罗斯表示，这意味着手机用户无论身处欧盟内的哪一个国家，他们打电话、发短信、上网所产生的费用都将和在本国时使用的费用一样。他说这是欧盟为公民所进行的投票，这也是欧盟的意义所在，消除障碍，使生活变得更简单，成本更低。尽管2012年欧盟曾经决定，下调境内的移动通讯漫游费，但是欧盟的手机漫游费还是很贵，而且漫游期间所产生的费用无论是打电话、发短信还是上网，都不包含在每个月的套餐当中。这给很多生活在欧盟的人造成了困扰，尤其是对于经常会到其他国家旅行或者出差的人来说，更是一笔不小的开支，特别是现在智能手机越来越普及，很可能会在无意间产生移动网络流量。很多人为了避免高额的漫游费，一出国就会把手机数据关掉。当然了，取消漫游费会压缩移动运营商的利润空间。行业分析师认为，这将导致欧洲电信业收入下降大约5个百分点，但是欧洲议会认为，取消漫游费之后，会有更多的消费者选择在国外使用手机，部分影响会被抵消。

取消欧盟成员国之间的漫游费，也不是一蹴而就的事情。2014年的这份提案，一度被欧盟部长级会议驳回。欧洲议会、欧盟委员会和代表成员国的欧洲理事会三方不得不就此又进行了一轮磋商，终于在今年6月底达成了一致。在去年10月，欧洲议会在又法国斯特拉斯堡举行的全体会议上投票做出决定，将于2017年的6月15号起取消欧盟成员国之间的手机漫游费用。不过，也有分析称，不排除新规执行日期再次向后推迟的可能性。
