从国家旅游局制定游客黑名单制度以来，已有19起典型不文明行为、20名游客被纳入黑名单。

根据《国家旅游局关于游客不文明行为记录管理暂行办法》规定，相关黑名单的信息保存期限为三年，那么这三年内上了黑名单的游客会受到哪些影响呢？
本次《旅行社条例（修订草案送审稿）》针对中国游客在出游过程中发生的不文明行为，旅游主管部门可以将旅游者相关信息纳入不文明行为记录，向社会公布，并向公安、海关、检验检疫、边检、交通、金融等部门和机构、行业组织及有关经营者通报。
有关部门和机构、行业组织、经营者可以根据职责权限在征信系统中记录，采取在一定期限内限制出境旅游、边境旅游、参加团队旅游、乘坐航班等惩戒措施。
目前旅游相关企业可以加强与“黑名单”互动，如对于列入“黑名单”的游客，景区可以进行限制或拒绝，对于列入“黑名单”的旅游从业者可予以相应的处罚。
“黑名单”无关痛痒？
一些网友认为，黑名单执行力度“没有牙齿”，起不到对不文明游客的震慑作用；甚至于被列入“黑名单”的游客也觉得无关痛痒，对生活、出行影响不大。
中青旅质监合规部总监李广认为，这需要区分游客的不文明行为是违法行为还是道德范畴的问题。如果是违法行为，如殴打导游、扰乱航班飞行安全，就需要通过法律手段来惩罚。
业内专家认为，除了法律手段外，对这些不文明的游客形成一种舆论上的谴责也会形成一种约束和压力。通过游客黑名单的发布，来进一步督促整个社会成员自觉遵守文明规则。
