开发商冲着权力“交朋友”
杜伟今年54岁，四川省绵阳市人，2011年3月开始担任海南省国际旅游岛开发建设有限公司总经理，2012年1月，兼任海南国际旅游岛先行试验区管理委员会副主任、工委委员（副厅级）。因涉嫌受贿犯罪，2014年11月6日被刑事拘留，2014年11月18日被执行逮捕。

海南省第一中级人民法院认为，杜伟直接或间接向李某索取29.3万元的行为系索贿，依法应从重处罚。被告人杜伟身为国家工作人员，多次单独或伙同收受他人贿赂共计人民币130.3万元、欧元0.5万、美元3.5万、港币50万元、价值30.65万元的黄金制品1000克、6.5万元人民币的购物卡、1万元人民币的消费卡、价值5.25万元的高尔夫球杆一套以及4件木制品，数额巨大，其行为已构成受贿罪。鉴于杜伟退还了其实际获得的全部赃款赃物并多退还人民币5.1万元，可以考虑从轻处罚。
