　　武汉3年前宣称将投资130亿提高城市排水能力，今年汛期却遭遇“门前看海”。

　　武汉籍的北京师范大学学生王某因此向武汉市水务局邮寄了一份政府信息公开申请书，申请公开关于计划投资130亿元改善排水设施的相关信息。

　　8月20日，澎湃新闻（www.thepaper.cn）从王某处获悉，她已于8月15日拿到武汉市水务局的回函。

　　武汉水务局在回函中称，2013年以来，该部门直接负责武汉市200多个排水设施建设项目中的13项，“除取消1项外，其余12个项目已经全部完成”。

　　武汉水务局在回函中还附上了该部门负责的13个项目的建设费用统计表，13个项目投资估算总计8.49亿元，除投资估算为1亿元的“全市大型骨干管涵渠清淤疏浚项目（第四期）”取消外，其余12个项目全部完工，已完成投资6.66亿元。

　　武汉水务局还表示，王某要求获取的其他非由该机关负责的“2013年以来已投资排水设施建设费用总额，以及具体开支款项和各部分设施建设的金额数目”的政府信息，“不属于本机关公开职责权限范围”。

　　另据王某介绍，她是在8月15日拿到回函文件，武汉水务局的回函文件邮戳是8月1号，“在法定期限内给了回复”。

　　2013年，武汉市水务局公布《武汉市中心城区排水设施建设三年攻坚行动计划》，称准备通过3年努力，投资130亿元，系统完善排水体系、整体提高排水能力。当时有媒体报道称“武汉投资130亿告别‘看海’，一天下15个东湖也不怕”。

　　7月份提交信息公开申请时王某曾向澎湃新闻表示，“这几天我时刻关注家乡灾情，由于暴雨和积水导致我暑假回家计划一再拖延。昨天（6日）我得知水务局三年前曾计划三年投资130亿元提高排水能力……所以申请这个信息公开。”

　　但同时也有不少武汉本地市民认为，今年武汉内涝严重是由于短时期内降水量过大，且许多老的渍水点积水消退也较快。荆楚网7月6日也报道称：这40多亿元建成的排水工程，在这次暴雨中起到了大作用，许多老渍水点并没有再“看海”，中心城区道路不再处处“看海”，除南湖区域外，道路渍水点基本移出了中心城区。
