  近日,国家质检总局发布《“十二五”进口食品质量安全状况》白皮书,显示中国在“十二五”期间,共检出不合格食品12828批、6.8万吨,不合格原因主要包括微生物污染、品质不合格、食品添加剂不合格和标签不合格等。


  食品安全成了国人的“心病”,越来越多的消费者转而青睐进口食品。国外食品真的比国内食品安全?


  2015年,中国食品进出口额已分别达到1159.2亿美元和706.8亿美元。“出口全世界、进口五大洲”成为中国食品产业的常态,但监管结果也显示,几乎所有种类的进口食品均有不符合中国食品安全国家标准的情况。


  “相比本土食品,跨境食品供应链更长更复杂,食品原料生产、成品加工、运输储存等各环节已超越了国界。食品生物种质、品质特征、食源性病源微生物分布等方面极具地域特征,加之国际贸易文化、宗教、政治等因素,给跨境食品质量安全保障带来更严峻的挑战。”中国检验检疫科学研究院首席专家、总工陈颖研究员说,在通关过程中,亟待整合跨境食品品质与质量安全信息,构建智慧口岸信息技术平台,确保快速通关的同时有效保障安全和质量,更好地服务开放型经济发展。


  因此,针对跨境食品品质和质量控制复杂性和特殊性,亟须构建从检测、评价、控制技术、信息化集成到通关口岸智慧管理系统的现代化多维交互式质量安全控制体系,达到既能“快放”,又能“严管”的效果。


  近日,“跨境食品品质与质量控制数据库构建及创新集成开发”项目获得2016年国家重点研发计划“现代食品加工及粮食收储运技术与装备”专项支持。该项目由陈颖牵头,参加单位包括质检、教育、卫生、农业等系统的22家大学和科研院所,其中包括7个国家重点实验室,16个国家工程中心,95个省部级重点实验室和工程中心,7个跨境口岸检验检疫局,覆盖了全国13个省区,包括一带一路核心区、自贸区和跨境电商综合试验区,集合了该领域的优势团队和核心人才。


  陈颖透露,进出口食品安全研究有望在2020年取得重大突破。“十三五”末,老百姓吃进口食品将更放心、更安心。该项研究将显著提升中国跨境食品品质与质量控制技术水平,提高跨境食品质量安全水平和市场竞争力,促进进口食品消费增强产品和设备研发创新能力,促进居民健康、减少环境污染、加快进出口食品通关速度、减少食品在口岸的损耗、提高口岸监管人员工作效率,这对于破除发达国家技术性贸易措施,保卫国门安全,掌握国际食品贸易主动权和话语权也具有重要的战略意义。(科技日报北京8月20日电)
