安徽一粮站副站长连收21个200元微信红包遭撤职

　　“豫PM6606，皖S91161，两车，麻烦你了，请收红包。”

　　这一幕，发生在今年6月16日安徽省界首市。当日上午10时32分，粮贩子于某通过“微信”转给靳寨粮站副站长张宾2000元。随后，张宾将两车粮收购入库。

　　据界首市粮食部门介绍，今年麦收期间，连绵阴雨天气致使小麦出现不完善粒超标，水份偏大，质量不达标，整车整车粮食被粮站打回，农民“卖粮难”成为热点。而同样的小麦，被粮贩子从农民手中低价收购后，却能顺利销售，从中赚取差价。群众利益受到损害，甚至发生部分群众围堵粮站收购磅房的情形。

　　6月中旬，界首市纪委对农民“卖粮难”问题开展专项行动，通过走访调查，发现靳寨粮站管理混乱，存在熟人插队、收购标准尺度不一等问题。随后，一起利用“微信红包”行贿的违纪问题浮出水面。

　　经查，粮贩子于某将两车小麦先拉到临近的河南省沈丘县纸店粮站，因为水份大没有卖掉。6月13日，靳寨粮站开始收购夏粮的第三天，于某找张宾帮忙，将其中的一车小麦顺利卖掉。为表示感谢，于某给张宾发了7个“微信红包”，每个200元，共1400元，张宾欣然接受。自此，张宾的底线被“微信红包”砸开，多次为于某在验质、插队等提供便利，先后3次收受于某发送的14个微信红包，每个200元；2次接受微信支付转账，每次2000元；合计6800元。

　　是不是仅于某一例？通过进一步深入调查，在6月13日至23日夏粮收购期间，张宾收受于某等7人现金合计2.78万元和价值500元的鞋子购物卡、1988元的衣服鞋子。可谓到了肆无忌惮的程度，甚至出现了同样一车小麦，首次验收不合格，粮贩子外出溜一圈，换个车牌号，再次来到粮站，在张宾的安排和授意下，顺利验收合格。

　　更让人不可思议的是，6月24日，当组织找其谈话时，张宾身穿一身崭新名牌，竟然是粮贩子鲍某前一天晚上送的价值1988元的“行头”。

　　6月27日，界首市纪委常委会研究决定，给予张宾开除党籍处分，全市进行通报；并对界首市粮食局党组进行问责，责令局党组作出深刻检查，深入开展专项整治。7月1日，界首市粮食局给予张宾撤职处分。

　　随着反腐败力度不断加大，送礼行贿手段也花样翻新，可谓机关算尽。微信红包、电子预付卡等之所以成为“送礼神器”，一方面在于其隐蔽性，动动手指就能完成，不显山露水。另一方面，面额相对较小，往往打着人情世故、礼尚往来的名义，更容易让党员、干部放松戒备。只有保持高压态势，以零容忍态度惩治“微腐败”，才能让更多党员、干部主动对装着腐败祸心的微信红包说“不”。（界首市监察局副局长、市纠风办主任 齐军）
