　　随着电子商务迅速发展，快递包装物料的过度使用引发人们关注。近日，国家邮政局出台《推进快递业绿色包装工作实施方案》，提出快递业包装要在绿色化、减量化、可循环等方面取得明显效果。

　　近日，国家邮政局出台了《推进快递业绿色包装工作实施方案》（以下简称《实施方案》），《实施方案》的推出将为快递业带来哪些改变？备受关注的过度包装和包装回收问题有哪些进展？

　　包装物总体回收率不到20%，部分包装物料有害物超标

　　随着电子商务迅速发展及快递业与制造业、服务业的逐渐融合，2015年全年，中国快递企业业务量累计完成206.7亿件，稳居世界第一。今年1—7月，中国快递企业又累计完成157.5亿件的业务量。

　　对此，《实施方案》调研组成员、北京印刷学院青岛研究院副院长朱磊指出，增长速度快、业务体量大是快递行业最明显的两个特点，而随之带来的问题是，包装物料使用量相当惊人。

　　通常，快递行业使用的包装物料分为运单、封套、纸箱、塑料袋、编织袋、胶带和缓冲物七大类。以纸箱和塑料袋为例，纸箱使用量占到快递总业务量50%左右、塑料袋占40%左右。在透明胶带方面，中国平均每件快递的用量是0.8米，透明胶带不仅本身为不可降解材料，还在客观上造成了纸箱与塑料难以分离，提高了回收成本。

　　朱磊介绍，“目前中国快递业中纸板和塑料实际回收率不到10%，这些包装大多被直接送进垃圾场填埋，给城市环境带来非常大的压力。可以说，中国包装物的总体回收率不到20%。在一些发达国家，纸板类包装物回收利用率达45%左右，塑料类包装物回收率则在25%左右。”

　　有毒有害物质超标包装物料的使用，也是一大问题。

　　据悉，由于价格竞争十分激烈，快递包装行业许多小型生产厂家为了降低成本，大量使用从化工垃圾、医疗垃圾和生活垃圾中回收的再生料生产快递包装塑料袋，而这种塑料袋一般含有超标的重金属、有毒有机物和细菌病毒等致病体。纸包装中，则往往使用过量的填充物以提高纸张克重，使用劣质油墨进行印刷，这导致纸包装上残留的有害有机物超标。

　　“《实施方案》就是针对这些问题提出的，希望引导快递业实现‘绿色节能’的发展目标。”朱磊说，尽管包装物料成本仅占快递业收入的20%左右，但快递包装贯穿快递行业的全流程，以绿色包装为切入点，推动包装的标准化、减量化、可循环、可降解等工作，能够提升快递整个行业的标准化、自动化和智能化水平，对上游包装业、制造业、电商的绿色发展也有着积极推动作用。

　　“十三五”期间，快递业电子运单使用率年均提高5%

　　《实施方案》明确，要在绿色化、减量化、可循环方面取得明显效果，“十三五”期间，力争在重点企业、重点地区的快递业包装绿色发展上取得突破。

　　为实现上述目标，《实施方案》提出了推进快递业包装法治化管理、加快快递业包装绿色化发展、鼓励快递业包装减量化处理、探索快递业包装可循环使用、实施快递业绿色包装试点示范工程五大重点任务，并将其细化为强化快递业包装日常监管、制修订快递业包装国家标准和行业标准等12项具体任务。

　　具体而言，“十三五”期间，快递业电子运单使用率年均提高5%，希望2016年主要快递企业品牌协议客户电子运单使用率达50%，2020年超过90%，大幅降低面单纸张耗材用量。方案还提出具有较强指导作用的部分绿色包装标准2017年制定完成，到2020年基本淘汰有毒有害物质超标的包装物料、基本建成社会化的快件包装物回收体系。

　　操作性方面，《实施方案》对电商企业、快递企业和包装企业，以及政府、高校、科研院所等快递绿色包装相关要素的各自定位和功能做了清晰界定。比如在推进包装物减量化方面，鼓励企业使用电子运单、中转箱和笼车等装备，利用大数据技术，优化运输、存储和配送的流程，从而减少包装物的使用量。

　　此外，方案提到，要实施快递业绿色包装试点示范工程，选取一定数量的快递企业在包装标准化、减量化、可循环方面开展试点，建立一批绿色快递网点，探索有效的技术实现路径和政策路径。目前，有些企业已经有了不错的案例。

　　在治理体系方面，《实施方案》提出在“十三五”期间基本建立快递业包装治理体系。健全快递业包装环保技术标准、统计监测、信用体系、用品用具管理制度和事中事后监管；完善绿色包装产学研体系；增强快递企业使用绿色包装、消费者参与包装分类回收再利用的环境保护意识。

　　2020年基本建成社会化快件包装物回收体系

　　针对用户反映较多的“过度包装”问题，《实施方案》提出通过增加培训力度、规范操作流程，避免不必要的过度包装。此外，充分发挥大数据作用，加强快递企业与电商、制造业和服务业的融合，在重点领域和关键环节大幅减少不必要的二次包装。

　　关于快递包装回收，《实施方案》从政策法规上将包装物回收和再利用等纳入《快递条例》和《循环经济促进法》中。实际操作上，将主要通过建立社会化的快递包装物回收体系，在源头上鼓励快递企业使用易于回收的包装物，推动包装物的生产方、使用方和终端消费者共同参与包装分类和回收。《实施方案》提出，到2020年要基本建成社会化的快件包装物回收体系。

　　朱磊表示，后续还将推出《实施方案》的具体实施细则和开展试点工作。由于绿色包装有利于各大企业降低成本，目前企业参与方案的实施积极性较高。

　　值得一提的是，《实施方案》对快递业科技创新提出了较高要求，要求快递业联合高校、科研院所开展绿色包装材料方面的研究，要成立快递业产学研协同创新基地，推动一批包括绿色包装新设计、新材料和新功能在内的科技创新成果向行业转化。

　　朱磊介绍，目前中国快递业的整体技术水平还比较低，特别是自动化和智能化水平不高。在物流行业中，具有较大发展前景的物联网技术、无人仓储、自动分拣等技术都与包装有着密切关系，“因此《实施方案》的推行，对提升行业整体科技创新水平有着很大的作用。”
