　　新文化延边讯（记者 杨威） 日前，吉林省高速公路集团有限公司原董事长兼党委书记、吉林高速公路股份有限公司原董事长韩增义腐败案在延边州中级人民法院一审宣判：被告人韩增义身为国 家工作人员，利用职务上的便利，为他人谋取利益，非法收受他人财物，数额特别巨大，受贿金额达到1617万元，其行为已构成受贿罪，判处有期徒刑12年， 并处罚金150万元。

　　被告人韩增义，1963年出 生，因涉嫌犯受贿罪，于2015年9月6日被刑事拘留，同年9月17日被逮捕。法院经审理查明，2008年至2015年间，韩利用其担任吉林省高速公路集 团有限公司董事长、总经理的职务便利，为他人在工程招投标、项目变更、工程款结算、安排工作、存贷业务等方面提供帮助，多次在自己办公室、住处、茶馆等 地，非法收受江某、张某、赵某等19人给予的财物257万元人民币、156万美元、36万欧元、2万英镑、黄金1650克（价值人民币48.6715万 元），折合人民币共计1617万余元。

　　延边州中级人 民法院审理后认为，被告人韩增义身为国家工作人员，利用职务上的便利，为他人谋取利益，非法收受他人财物，数额特别巨大，其行为已构成受贿罪。公诉机关指 控韩增义犯受贿罪的事实清楚，证据确实、充分，指控的罪名成立。经查，韩退回全部赃款，当庭自愿认罪，具有悔罪表现，可以依法从轻处罚，故作出以上判决。

　　2009年春节至2014年中秋节期间，韩收受我省某有限公司董事长江某70万美元、36万欧元，折合人民币共计747.1836万元。

　　2011年春节至2014年秋天，韩发现某投资集团有限公司借用工程资质施工的情况下没有予以制止，并受该公司董事长张某的请托，在工程款结算等方面提供帮助，先后6次收受张某70万美元，折合人民币共计440.321万元。

　　2011年3月至12月间，韩受中国某股份有限公司吉林销售分公司副总经理赵某的请托，在某公路加油站经营权租赁方面提供帮助，两次收受赵某人民币共计120万元。

　　2012年5月至2015年初，韩某受吉林省某工程有限公司原董事长王某的请托，在拨付某公路机电项目01合同段的工程款方面提供帮助，先后4次在自己办公室收受王某人民币共计70万元。
