Shanghai Public 2040 draft plan: population of about 25 million

上海公示2040年规划草案：人口2500万左右

　　新华社上海8月22日电（记者叶锋 叶健）记者22日从上海市政府新闻发布会获悉，《上海市城市总体规划（2016－2040）（草案）》已形成，即日起正式启动为期1个月的社会公示。草案显示，上海至2040年人口调控目标为2500万人左右。

　　记者从发布会上了解到，对于公众关注的人口调控问题，规划草案显示，至2040年上海人口调控目标为2500万人左右。同时，根据全球城市开放发展的特点，在常住人口基础上，以实际服务人口（包括常住人口、半年以下暂住人口、跨市域通勤人口、短期游客等）的合理需求，预留公共服务设施和基础设施的保障能力。根据上海市统计局的数据，截至2015年末上海市常住人口总数为2415万人。

　　规划草案对上海规划建设用地总规模提出了“负增长”要求。规划提出，至2040年，上海市规划建设用地总规模控制在3200平方公里，其中还包括战略留白空间200平方公里。

　　上海的发展也将与周边区域实现融合发展。根据规划草案，未来将构建上海与苏州、无锡、南通、宁波、嘉兴、舟山等地区协同发展的上海大都市圈，形成90分钟交通出行圈，突出同城效应。（完）
