天津副市长尹海林落马
撰文|潘哒 这次落马的是：天津副市长尹海林。他在国土规划城建领域浸淫多年，可谓津门土地爷。
今年2月，中国国务院批复了天津港“8· 12”瑞海公司危险品仓库火灾爆炸事故调查报告，建议责成天津市分管建设规划的副市长尹海林向市政府作出深刻检查。
听闻尹海林被查，不少天津的公务员小伙伴感到很意外，因为天津城市规划工作颇有亮点，不少地市还去学习。尹海林也被认为在这一领域颇有建树。
此前，天津城建系统落马的官员虽然不多，却有一位大人物，他就是曾任天津市委城乡规划建设交通工委书记的沈东海。已经退休5年的沈东海在城建系统工作近30年，他被指利用职务上的便利，在获取用地、承揽房地产建设项目和企业经营等方面为他人谋取利益，索取、收受巨额贿赂。
长安街知事发现，尹海林是一位科班出身的学者型官员，工学博士学位拥有者。他毕业于最牛高校的最牛专业，根据中国大学建筑学专业排行榜，尹海林曾就读的清华大学建筑系建筑学专业排名第一。此外，他还是美国加州大学伯克利分校访问学者，教授级高级规划师，可谓学而优则仕的典型代表。
尹海林自己却说，其实当初进入规划这行，完全是“无心插柳柳成荫”的结果，他当年想当一名医生。在成绩出来前的第一次志愿填报时，他报考了北医大、天津医大，当成绩出来之后，被允许第二次填报志愿。这时他也只是填上了天大、南大，根本没敢填报清华。最后老师忍不住了，强烈建议他报考清华。在系别选择上，他填报的是无线电、计算机，最终却被建筑系录取。
入学后，建筑系100多新生被要求参加了一次集体考试，测试的内容是素描。结果画得好看一点的被选入建筑学专业，而素描水平差一些的全部被编入结构专业。凭借考试现场“偷师速成”的美学灵感，尹进入了建筑学专业。
作为文革之后清华招考的第一批建筑系学生，尹海林的老师们都是泰斗级人物，很多人对中国建筑界的影响和贡献巨大。尹海林自己曾说，老先生们都是手把手地教我们，要求非常严格，差一点都不行。可以说那时学到的不光是建筑学上的知识，还有严谨的作风。虽然苦，但是很幸福，学到了很多真本事。
在天津规划局局长任上，尹海林曾向媒体如此描述“比较有成就的三件事情”，第一件是任内为天津历史保护做了一些工作；第二件是对中小学进行了布局调整，在规划中为所有的中小学都预留了用地；第三件是通过规划继续地保持天津城市特色。
尹被天津市规划系统的下属评价为“并不复杂、性格非常直爽的人”。在下属眼中，尹海林是一个追求完美的理想主义者，对自己所从事的规划事业有着近乎狂热的执着。
除了规划城建之外，尹海林还分管环保。去年12月，他曾在国新办新闻发布会介绍京津冀一体化进展，表示“在治理雾霾方面，京津冀三省市这几年下了很大的功夫，但老百姓还不是很满意，这是一个长期积累的结果……”
长安街知事发现，今年以来拿下的部级老虎，不少是地方实权派：长期在一地工作，根基深厚、关系复杂。比如江苏的李云峰、辽宁的苏宏章、浙江的卢子跃、广东的李嘉、河南的陈雪枫等等。尹海林自毕业后长期在天津城建规划系统工作，干了30年。这样的领导干部往往都有一张极广的网，一旦落马，牵动多方。
曾有媒体问到清华对自己最大的影响是什么，尹海林回答“自强不息，厚德载物”，问及如何处理行政工作难题时，他曾说“要有大局观”。而今日尹海林却落马，辜负了母校的校训，此前所说的“成功之道”亦显得颇为讽刺。
