　　天津市副市长尹海林落马的消息正式公布。

　　天津官场一位普通干部对此并不意外。他告诉政知圈，尹海林要落马的消息传了好久，而且可能跟某楼盘的土地规划审批有关。

　　工作哲学是放弃原则绝不可能

　　尹海林1960年生于天津，曾被媒体列入年轻有为的“60后”干部名单。

　　政知圈注意到，尹海林也是一位“专家型”官员，拥有漂亮的求学履历。他1983年毕业于清华大学建筑学专业，参加工作后又陆续完成南开大学政治经济学在职研究生的学习和天津大学工学博士的学习。

　　从清华大学建筑学毕业后，尹海林长期从事与专业有关的工作，先后在中国城市规划设计研究院、天津市城乡规划设计院、天津市土地管理局等单位工作。2007年起，在土地管理局、规划和国土资源局、规划局三个部门的副局长岗位上历练后的他，正式升任一把手，出任天津市规划局局长。2012年5月起，任天津市副市长，市委政法委副书记，市规划局局长。

　　2010年，时任天津规划局局长尹海林曾接受母校清华大学的采访。在采访中，他透露，自己的工作哲学是“不会无原则地卡谁，但放弃原则也绝不可能，得把坚持原则跟灵活性结合起来。”

　　上述采访报道中透露了两个细节：一是在采访中，尹海林曾因接见开发商临时中断。开发商因建筑立面图没有通过审批来找他，尹海林回复说：“在天津你们就得符合天津的相关规定，都想成标志性建筑，整个城市就乱套了。”另外一个细节是尹海林自己说的，为了保护近代历史文化遗产，他曾驳回过天津某区希望拆除全部的中心地区后重建的要求。

　　毁了一条路的楼盘

　　“至少到目前为止，我是对得起自己，也是对得起这座城市的。”尹海林在前述采访过后如此评价自己。不过，他的这些漂亮话并没有得到天津人民的认可。至少，被认为“毁了一条路”的某楼盘，被当地人认为与尹海林脱不了干系。

　　根据澎湃报道，这个楼盘共有5500户，在开发商违规改变规划后，主管部门为其“量身定制”出相应的批文，使“违规”变成“合法”。

　　该楼盘拿地在2003年，当时引起了不小的轰动，一是因为“标王”出现，再一个，这个地块在天津人心中的地位举足轻重。其开发商是已落马的江苏省委原秘书长赵少麟的儿子赵晋。此时，尹海林还未任正职。

　　政知圈了解到，在楼盘销售过程中有两个耐人寻味的细节。

　　一是违反原定建筑面积。2007年，业主们发现，合同规定的1号楼和2号楼住宅自然层为29层，实际变为33层。3号楼规划为47层，实际增加至52层，这引发了业主们的第一次维权。可当年4月，有关部门公告表示批准其建筑面积一次性增加了近5000平方米，而这一行为早就被明文规定“原则上不予批准”。

　　第二次是2007年底房子面临交付时没有“准入证”。之所以没有“准入证”是因为起初不是按住宅商品房项目申请立项，当时申请的规划用地性质为公共设施用地。

　　此前曾有老同事落马

　　赵晋，这位被坊间封为“最牛开发商”的“官二代”，目前已被带走调查。他在天津开发的另外两个项目也将拆除。

　　中央纪委在对赵少麟的落马通报中，包括“利用职务上的便利和职权影响，为其子经营活动谋取利益”，有媒体称在其父60岁“安全退休”后，赵晋加快了在全国各个城市拿地的速度。

　　这两个“不好的消息”似乎已经显示了与之相关的人难逃追责。

　　不仅如此，在天津和平区各个部门工作超过24年的石季壮，2015年11月以和平区区委常委、常务副区长的身份落马。其通报中包括“利用职务上的便利，为有关企业在执照审批、项目规划、土地竞标等方面谋取利益”。据知情人士告诉政知圈，石季壮落马与上述楼盘应有关联。

　　另外值得一说的是，今年2月中国国务院批复的天津港“8·12” 瑞海公司危险品仓库火灾爆炸事故调查报告，建议责成天津市分管建设规划的副市长尹海林向天津市人民政府作出深刻检查。
