　　一名接近死伤游客家属的人士告诉南都记者，调查报告中的描述有“倾向性”，相关舆论也“一边倒”，这让死伤游客家属一方意见很大。另外，南都记者了解到，涉事动物园将重新开业。

　　调查结论：非生产安全责任事故

　　7月23日15时许，延庆区北京八达岭野生动物世界有限公司发生一起东北虎伤人事件，造成1死1伤。

　　据《“7·23”东北虎致游客伤亡事件调查报告》，涉事两人为母女关系，其中，母亲周某死亡，其女赵某经北京大学第三医院治疗，目前已出院。

　　上述人士介绍，调查报告对于园方的不足“避重就轻”，其称，在施救过程中，园方施救人员仅能驱赶老虎，没有齐全的救助设备，不能有效及时地进行救助工作，也不及时。另外该名人士还提到，在入院前，园方也没有对当事人进行严格的安全教育等措施，使游客的风险意识不足。“但这些都没在报告里重点描述和体现。”该人士称。

　　上述人士透露，目前，伤者一方就赔偿数额等事宜正在与动物园方面协商，尚未有结果，“报告出来后，双方还未见过面。”

　　动物园是否应担责？律师有分歧

　　“从调查结果来看，赵某及其母周某存在重大过失，八达岭野生动物世界没有刑事责任，但动物园在事发后救援方面存在瑕疵，救援设施设备措施不足，因此，动物园的赔偿责任可以减轻，给予适当补偿即可。”北京广衡律师事务所律师赵三平认为，根据《侵权责任法》的规定，只要动物园尽到了管理职责，就不承担责任。

　　不过，北京市天沐律师事务所赵毅律师则认为，八达岭野生动物世界的安全保障责任更重一些，作为专业机构，针对老虎等极具攻击性的野生动物，动物园应该采取更积极严密的防范措施，本案中工作人员未完全尽到全部、合理的安全保障义务，未及时出现并驱离老虎，应当承担一定的责任。

　　报告发出后不久，北京八达岭野生动物世界也通过官方微信发文回应，称在停业期间对园区安全进行排查，并聘请了第三方专业机构进行排查，并做针对性整改。

　　对于调查组提出的工作建议，八达岭野生动物世界表示，会“暂时关闭东北虎园，暂停猛兽区的自驾车游览”，加强安全培训等措施。另外回应还提到，园方“将继续积极主动与家属方保持沟通交流，协助做好逝者和伤者的善后工作，依法尽快达成协议。”

　　24日晚9时许，北京八达岭野生动物世界再次通过官方微信发布通知，称8月25日起重新营业，但猛兽区暂停自驾车游览，会在改造完成后再重启。
