今年初，新华社“新华调查”栏目播发稿件《红头文件“开道”，小小校服竟成腐败“唐僧肉”——湖北恩施州系统性校服腐败案件调查》，引发社会关注。
经恩施州纪委最新调查，恩施州教育局学校后勤管理办公室成立恩施州学校后勤管理协会，将全州中小学后勤配送服务企业作为会员，并伙同这些企业垄断中小学校园市场谋利。该协会还假借会费名义，收受学生校服、学生营养奶、文教用品等物资销售回扣共计115.51万元。
经查，恩施州教育系统166个单位，包括校长、后勤部门负责人、班主任等在内的3009人存在收取回扣问题，回扣金额达223.01万元，涉及问题校服28.72万套。
同时，2013年至2014年，恩施州教育局违反中央八项规定精神，违规购买土特产、违规发放津补贴，涉及金额90余万元。恩施州纪委介入调查发现，恩施州教育局管理混乱，多名领导干部涉及校服等领域腐败。
2015年6月以来，恩施州教育局后勤管理办公室原主任赵国顺、州教育考试院原院长周正、州政府教育督导室原副县级督学刘国柱、州教育局副局长 唐生莲先后被州纪委立案调查，其中赵国顺、周正、刘国柱被开除党籍并移送司法机关处理。恩施州教育局原党组书记、局长冉隆映日前也因严重违纪涉嫌违法被开 除党籍，并被移送司法机关处理。
恩施州纪委相关负责人说，恩施州教育系统发生的系列腐败问题，并没有引起恩施州教育局党组成员、驻局纪检组组长闵立的重视。他履职不尽责、监督走过场，当地群众向恩施州纪委反映：“驻教育局纪检组形同虚设”。
“因落实监督责任不力，闵立被免去州纪委驻州教育局纪检组组长职务。”恩施州纪委近日发布一则问责通报，对闵立进行追责处理。
