农家子弟仕途顺利
1962年出生在柳江县一个农家的韦继武，高中毕业后考上桂林冶金地质学院，读矿产普查与勘探专业。毕业后的第一份工作，是在广西合山矿务局工作，很快被任命为技术组组长。不久，又被调往广西河池地区民族工业中专和河池职业学院任教，历任教务科副科长、科长，教务处处长等职务。这段经历跨时16个年头。
如果说，既无祖荫又无人脉的韦继武从一个农家子弟成长为一名大专院校主管教学的领导，堪称“华丽转身”的话，那么，2002年他通过公开招考选拔，就任河池市国土资源局副局长的经历，就几乎可以视作“人生传奇”了。
当时，正是河池市下属的南丹县发生震惊全国的“7·17”矿难不久。在查处这起涉及渎职和贪污受贿等多项罪名的系列案件过程中，包括河池市国土资源局原副局长在内的一批涉案领导干部受到党纪政纪处分，有的还被追究了刑事责任。为填补干部空缺，河池市按照有关规定，拿出一部分领导岗位向社会公开竞选竞聘。时任河池职业学院教务处处长的韦继武就是在这样的背景下走上了河池市国土资源局副局长的位子。
从学校教师到政府职能部门的领导，韦继武凭借冶金地质方面的专业知识以及教学实践工作经验，很快打开了工作局面，其能力也获得各方面的肯定。2006年6月，韦继武又获得提拔，由副局长升任河池市国土资源局党组书记、局长。
滥用职权致国家损失200多万
或许是对仕途升迁的顺利与迅捷还没有做好准备，飘飘然的韦继武开始忘乎所以，表现在自律缺失的用权任性上，不久就捅出了“娄子”。
2007年初，河池市矿业有限责任公司向河池市国土资源局申请，将公司因国有企业改制而涉及的一块国有划拨土地，出让给改制后的公司，同时要求给予照顾，减缴部分土地出让金。河池市国土资源局认为这个申请不符合相关文件规定。而韦继武无视相关规定，也不顾局领导班子其他成员的反对，擅自拍板决定先按土地评估总地价的80%来确定河池市矿业有限责任公司协议出让土地的总地价，再按这个已经少了20%的总地价的40%核算土地出让金。此举导致国家蒙受直接经济损失达215.9万余元。而此时，距韦继武升任国土资源局局长时间仅仅半年，一把手的“交椅”尚未坐热。
归案后的韦继武，始终无法拿出合理理由和依据向检察机关解释自己独断专行的动机。这个行为，最后为他自己招来了一项滥用职权的罪名。
韦继武不仅没有意识到自己在权力滥用上的荒唐，反而滋生出越来越强烈的“权力痴迷”情结。2011年，恰逢广西各地进行县级领导班子换届，韦继武萌生了到河池市下属的某县去当县长的念头。为让“梦想照进现实”，韦继武拿出22万元现金，交给一名自称有“关系”的老板帮他去跑官买官。不消说，这个荒诞故事是没有结尾的，那笔钱也是“肉包子打狗”，有去无回了。
收了500多万贿赂款
滥权与谋私是一对“孪生子”。从2009年起，借自治区国土资源局批复同意河池市多个土地整治项目的机会，韦继武将土地整治工程当作待价而沽的“商品”安排给一些公司老板承包，以换取回扣及好处费。
2009年，韦继武在一个饭局上认识了一个自称做电器和房地产生意的商人朱某。朱某似乎特别讲义气、够朋友，认识韦继武后，时常从凤山县赶到河池市请韦继武吃饭、喝茶。待关系混熟后，朱某提出想参与一些土地整治项目工程，同时承诺如果项目做成了，定有重谢。对此，韦继武心动了。
不久，合同价款1200多万元的河池市金城江区侧岭乡拉合村小型病险水库除险加固土地整治项目以及合同价款达1850万元的另外3个土地整治项目先后正式立项，韦继武帮助朱某以“挂靠”方式中标揽下工程，让朱某狠赚了一笔。朱某则先后给韦继武送去了170万元的“好处费”。
2012年1月，韦继武到河池下属宜州市与南丹县调研，两次与当地的国土资源局局长“打招呼”，谎称朱某是自治区某领导的亲戚，要求把宜州市和南丹县等5个土地整治工程交给朱某做。有顶头上司的专门叮嘱，宜州市和南丹县两地国土资源局局长哪敢怠慢，由此，朱某又先后中标了该两地的合同价款达3600多万元的土地整治项目。感觉怪怪的倒是朱某，自己本是一个主营电器的个体商贩，只因搭识了韦局长，竟然摇身变为专做土地整治项目工程的大老板，一连做了不少工程。朱某喜不自禁，2012年中秋节前，又给韦继武送去20万元好处费。
其实，精明的韦继武早就感觉到将土地整治项目工程交给一个人做有风险。因此，还在与朱某交往期间，他就开始思忖如何既扩大“权力寻租”空间，又减弱问题暴露风险的良策。他想到了自己当老师时的学生覃某和唐某。韦与这两人联系上后，单刀直入，问他们有无兴趣承揽一些土地整治工程。覃某和唐某原本都不是做工程的，现在有韦局长主动将发财机会送上来，哪有不答应的道理。于是，三人如此这般商定了相关事宜。
从2010年至2013年，韦继武利用职务之便，帮助覃某获得了7个土地整治项目，合同总价款达8360万元。帮助唐某获得了11个土地整治项目，合同总价款也是数千万元。事后，覃某和唐某分别回馈给“恩师”韦继武共190万元的感谢费。
除了借助土地整治项目工程的招投标牟利，韦继武还利用审批采矿证、土地使用证的机会圈钱。2006年至2012年间，他通过斡旋和指令下属机构修改规则的机会，帮助河池市J公司取得了环江县的一个采矿权证，并先后4次索取、收受J公司100万元；帮助广西X集团与J公司联合竞拍取得一块土地办理使用证，两次收取了对方给予的好处费13万元。
被检察机关侦查认定的518万元的贿赂款，韦继武就是这样一笔笔敛积起来的。
包养情妇投进百万
韦继武不仅在滥权自肥的道路上走得甚远，还像不少喜好拈花惹草的贪官一样，包养起了情妇。
前文提到的朱某自从得到韦继武的关照后，就时时寻思如何进一步傍牢这棵“大树”。有一次他听韦抱怨自己只有一个女儿，想生个儿子的意思后，就将一个自己认识的女性刘某介绍给韦继武相识。刘某住在南宁，年轻漂亮，善解人意，得知朱某给自己介绍的男友是个政府官员，还很有钱，就是想要自己给生个儿子后，她略作思忖答应了。
此后，韦、刘多次见面，感情日深。当两人发展为如胶似漆的情人关系后，刘某向韦继武提出想在南宁买一套房子，以方便韦与自己的交往。韦继武同意了，毕竟，自己受贿了那么多钱，购房已经不是问题。
2011年，韦继武将150万元现金交给刘某，让其购买了位于南宁市某小区的一套商品房，后来又出资12万元买了一个车位，另拿出30多万元用于房屋的装修，20多万元用于购买家具、家电等物品。2011年下半年，韦继武再次用15万元给刘某购买了一辆小汽车。至此，一个承托着一段不伦情感的“家外之家”就这样置备妥帖了。
韦继武隔三岔五就会从几百公里之外的河池市赶到南宁与刘某私会，甚至将巨额的受贿赃款一次次拿到这个“爱巢”的保险箱中存放。刘某提出，钱放在保险柜中不安全，还不如让她直接存到银行保险。韦继武也同意了。此后，刘某多次将韦继武交给自己的赃款存入银行。至案发时，刘某存入银行的款项达100多万元。
需要说明的是，韦继武与刘某交往近4年的时间里，刘某并未为韦继武生下一男半女，韦也没有对此提出任何疑义。2015年2月10日，韦继武被依法刑事拘留。这一天距阖家团圆的春节只有9天，韦、刘的关系从此终结了。韦继武交给刘某保管的受贿赃款以及用赃款购买的房子、车子等亦同时被依法没收或处理。
