  保健品通过会议微信销售


  近年来,除了电视广告营销等传统销售方式之外,以健康讲座等非法会议形式销售保健品已经成为行业内的“标配”推销手段。一些不法分子通过“健康讲座”、“赠送礼品”来吸引老年人,并逐步洗脑,最后向老年人变相推销没有资质的保健品。


  记者在武汉市徐东大街汪家墩小区附近看到,短短一条只有两百米长的小巷内,就有三家保健品推销点,老人进进出出,每家店里都很热闹。在这些店里,可以听健康讲座,免费测量血压血糖,有时前几名进店者还可以免费领取鸡蛋,不少老人最后买了不少保健品。


  一位从事保健品销售的业内人士透露,推销产品首先要从关怀角度入手,获得老人的联系方式、家庭情况等信息后,开始不断对老人们嘘寒问暖,关心老人的疾病,通过逐步交流来取得老年人的信任,最后再卖产品。


 4月初,市民周女士在滨海新区参加老年保健培训会,在现场花费26000元购买了一种经营者宣称具有治疗癌症效果的胶囊,回家后发现其市场价格只有约2000元。经消协调查,该产品是保健食品,不具备治疗功效。


  记者调查发现,保健品销售盈利空间大。在58同城招聘网站上搜索“保健品销售职位”,仅在武汉市就有近百家招聘信息,其中不乏提供“月入过万”、“房补、年假”等优厚待遇。


  通过微信朋友圈销售保健品也是保健品乱象的一个新动向。“越来越多,且难以监管,有泛滥趋势。”黑龙江省消费者协会投诉部部长王申国表示,由于方便快捷,越来越多青年人通过微信朋友圈购买减肥等保健品,但因微商创立时间较短,且缺少职能部门监管,从消费者投诉情况来看,管理混乱、产品质量得不到保障等问题突出。


  另外,保健品市场还出现以卖保健品为名,进行非法集资的现象。王申国表示,保健品企业大量招募业务员,在街道、公园等公共场所向中老年人以投资保健品为名,承诺给投资人高息回报为诱饵,吸引投资者进行非法融资。


  投诉同比增长3.9倍


  保健品市场不法商家骗术不断升级,而传统顽疾依然屡禁不止。据湖北省食品药品监督管理局介绍,今年第二季度全省各级食品药品监管部门受理的保健食品投诉举报,同比增长达3.9倍,尤其是虚假宣传、无证经营、违法生产等问题十分突出。


  记者暗访发现,明星代言保健品现象依然存在。在哈尔滨市开发区万达广场附近的一家药店,有个专柜摆放着琳琅满目的保健品,有一款是某明星夫妇代言的鱼油软胶囊。工作人员向记者推荐说:“明星代言的绝对假不了。”王申国介绍说,实际上很多保健品代言人并没有用过产品,尽管新广告法已有严格规定,但明星代言的乱象依然存在,对消费者起到误导作用。


  批准文号弄虚作假现象也很常见。与鱼油软胶囊并排摆放的是一款康富丽牌鱼油胶囊。记者找遍整个外包装也没看到批准文号,仅看到食品卫生许可证号“鲁食健字生证(临)字20110040号”。王伟华说,没有批准文号,那就意味着不是国家批准的保健食品,必须严肃查处。而一位业内人士表示,在一些小厂家生产的保健品中,往往存在用卫生许可证号冒充批注文号的做法,普通消费者并不了解。


  有关人士分析认为,目前保健品领域的法律法规还不健全,惩治乏力。尽管新的食品安全法已经实施,但实施条例还没公布,对保健品市场的监管有时缺乏依据,特别是微商销售方式越来越多,监管更难。同时,对保健品企业“重审批轻监管”,违法成本低。


  另外,基层部门由于缺乏经费,保健品抽检力度不够。据王伟华介绍,市级层面,抽检费用能够得到保障,但县、区没有专项财政拨款,只有遇到举报才能临时申请费用,这对保健品的监管力度远远不够,也导致保健品在基层不合格的情况有增多趋势。


  专家建议建立保健品抽检制度


  据国家卫生计生委近期发布的《中国家庭发展报告2015》,截至2014年底,中国60岁以上老年人口已经达到2.12亿,“空巢老人”占到老年人总数的一半。老年人保健品市场十分广阔,保障老年人安享晚年、健康不被“忽悠”现实意义重大。


  武汉大学社会发展研究所所长罗教讲分析认为,保健品销售商家大打“免费牌”、“专家牌”、“亲情牌”,采取“放长线钓大鱼”的手段,给不知情的老年人制造“买药不花钱”、“不买白不买”的假象,导致大量老人上当受骗。


  随着保健品“忽悠”式营销不断升级,一些老年人偏听偏信,发现上当受骗后情绪消沉,甚至自杀。罗教讲建议,对保健品忽悠老年人应施行精准打击。食药、工商、卫生、公安等相关职能部门要各司其职,密切配合,严打各种违规违法行为;老年协会、退休职工管理委员会等相关组织应把老年人组织起来开展健康活动。


  同时,政府和媒体要加强宣传力度,鼓励老年人多接触新闻和社会信息,提高防范意识,减少上当受骗的几率。子女和社会要多关心“空巢老人”,给予亲情关怀,避免他们陷入骗子的“温柔陷阱”。提醒他们提高自我保护意识,不随便参加商家以“免费活动”等名目开展的促销活动。
