中国农业部答转基因食品安全立法：适时向立法部门提议
8月25日，中国农业部官网公布对十二届全国人大四次会议张清海等15名代表关于转基因食品安全立法建议的答复。
中国农业部答复称，关于代表提出的制定《中华人民共和国转基因产品安全法》，以及转基因食品强制标签设立阈值和构建反向标签制度的建议，将根据转基因食品管理的实践发展需要，适时向立法主管部门提出建议。
该答复指出，从法律制度层面看，中国转基因食品安全监管具有法律依据。
具体来说，除了2001年中国国务院颁布的《农业转基因生物安全管理条例》，以及中国农业部和国家质检总局先后制定该条例的5个配套规章，2015年，《中华人民共和国食品安全法》得以修订，其中明确：生产经营转基因食品应当按照规定显著标示，由食药部门对生产经营转基因食品未按规定进行标示的处罚，以及明确转基因食品安全管理的法律适用。
中国农业部回复称，上述三项新规均是“加强关于转基因食品管理规定”的体现。
针对人大代表提出的转基因标签制度问题，中国农业部称，目前，中国已对转基因产品实行按目录定性的强制标识制度（纳入标识目录的有：大豆及其种子、粉、油、粕，玉米及其种子、油、粉，油菜籽及其种子、油、粕，棉花种子，鲜番茄、番茄种子、番茄酱共17种转基因产品），并由食药监管部门加强市场上转基因食品标示的监督检查。
