3月31日上午，同伙用蚌埠地区手机卡给五河县光彩大市场一家经营门窗生意商户打电话，谎称营房要装修需更换大量门窗，听说该商户的门窗质量较好，希望商户能在下午到营房实地测量一下尺寸，备好适合材料待用。在取得信任后，又问商户有没有16套4.8M×8.8M军用帐篷，说自己单位以前都是直接找一个厂家订军用帐篷的，价格是3000多元一套，后来双方关系出了问题对方不再搭理自己，如果商户能帮忙代购，会分文不少按原先的价格付给，并告知了帐篷厂家的电话号码。其实，这个号码还是同伙的。商户按号码打帐篷厂家的手机，得知一套军用帐篷价格现在只要2000多元，有巨大利润差价在里面，就很想做成这笔生意。帐篷厂家的工作人员(即肖广广的同伙)要求商户预付货款，说这样中午就可发货，下午就能到货。商户立即向对方的银行卡里汇去3万多元，并电话告知了部队人员。肖广文的同伙一看钱这样快就骗到手了，太容易啦！又再起贪心决定再诈骗一次，他在电话里说还要9顶豪华帐篷，就帮忙一起代购吧。商户又打电话确认有豪华帐篷，可以中午一并发货，就又向银行卡汇钱，合计汇出去6.56万元。诈骗得手后，肖广文与同伙立即到银行将钱取出，并分得赃款2.5万元。
2天后的中午，肖广广同伙在家中打电话给蚌埠市一家广告公司的老板，谎称自己是蚌埠市某区人防办负责人，开始用同五河诈骗类似的套路进行诈骗。先是以要开展宣传为由邀请对方进行规划、设计、施工，再以需要购买一批军用帐篷为由，让对为他代购，并提供了所谓卖帐篷厂家的电话号码，随后又冒充卖帐篷厂家的工作人员，让广告公司老板先将定金打入他提供的账户上，以便中午发货下午送达，很快骗取人民币3.13万元。诈骗得手后，肖广广与同伙到银行将钱取出，并分得赃款1.5万元。
