江浙两省新任副省长均出身企业 未在政府工作过|副省长|人事升迁_新闻资讯

　　在一个省级行政区里，正厅级干部很多。地市书记市长是正厅，政府组成部门主官是正厅，国有企业老总也是正厅。从这么多正厅级干部中脱颖而出，升任副部，自是优中选优、难上加难！

　　按惯常的干部成长路径，地市和政府部门主官的进步机会更多。国企老总“术业有专攻”，通常先在企业历练，平级转任政府部门，再谋求进一步发展。长安街知事（微信ID：Capitalnews）发现，今年以来，江浙两个经济大省相继出现“特例”：省属国企老总直接升任副省长。

　　在浙江，省交通集团董事长高兴夫被任命为副省长，成为该省21年首例；在邻省江苏，国信资产管理集团董事长马秋林出任副省长。《2014—2018年全国党政领导班子建设规划纲要》提出，要注重从国有企业、高校、科研院所等企事业单位领导人员中培养选拔党政领导班子成员。此前高校案例已有不少，如今国企也开始有干部冒出来。

高兴夫

　　高兴夫与马秋林的经历有许多相似之处。他们的从政之路，并非在政企之间来回切换。在出任副省长之前，两人从未在政府部门工作过，均是在企业打拼数十年后，完成华丽转身。

　　高兴夫1988年从天津大学毕业后进入浙江省建筑工程总公司。刚到浙建，正值国家提出总承包和项目管理概念，初生牛犊不怕虎的他第一时间做出反应，推动成立了浙江省第一个建设工程总承包公司，并亲自参与经营管理工作。　

　　后来通过竞争上岗，高兴夫成为浙建总部外经办的负责人。然而，这并不是一件“美差”，当时的外经办俨然是一个空壳。由于科威特工程的失败，浙建要承担1000多万美金的外债，不敢再涉足海外市场，高兴夫接过这个“烫手山芋”后想尽办法调研、考察。

　　他回忆说，当时没有动用总部的一分钱，真可谓是赤手空拳打天下。一周跑好几个国家去考察市场，“环游”世界做“空中飞人”，为的就是能了解和掌握国际市场的先进理念和游戏规则，在海外市场上建立起浙建自己的经营体系。在高兴夫的带领下，5年后浙建就赶超了浙江国际经济技术合作公司，成为当时浙江海外建设的 “霸主” 。

　　在推动企业快速发展的同时，高兴夫时刻不忘国企职责使命。汶川地震后，中央确定“一省帮一重灾县”的政策。浙建一接到支援青川县的命令，就迅速成立了支援灾后恢复重建工作领导小组。时任副董事长高兴夫担任总指挥，带领浙建第一个进驻青川县，经过700多天的日夜奋战，浙建承建的重点工程数量最多、规模最大、获奖档次最高，圆满完成了援建任务。

　　马秋林1983年加入扬子石化公司，在石油化工领域任职30年。他从车间的一名技术员干起， 一步一个脚印，先后被提拔为车间副主任、主任、副厂长、厂长、扬子石化董事长。2014年他出任江苏国信董事长，并罕见地兼任省政府党组成员，颇受重用。

　　马秋林作为十八大代表曾接受央视网专访。在谈到如何让化工企业做到环保优先时，他表示，扬子石化借鉴了德国企业经验，从2007年起将所有污水池加盖，并添加风机抽出臭气，进行生化处理、吸附。“整个环保项目总投入1.4亿，虽然没有任何经济效益，但是得到了大家的肯定。”

　　马秋林认为，环保工作是有时效的，不能慢慢来。“一个项目不能做十年、二十年，否则拖下来可能把我们这个企业做垮。”

　　在他看来，环保工作前期投入以后，更重要的是后期管理。他介绍说，我们曾评选过一个隐患查找“神探手” ，他一年查出1000多个隐患点，获得奖励一万元，并劳务工转为正式工，这件事在全公司反响很大。马秋林表示，环保工作需要靠大家来做，光靠领导喊没有用，光靠少数人做也是做不好的。

　　熟悉人事工作的小伙伴们说，选用高校、企业干部，就是要选纯度高的。所谓纯度高，就是职业生涯集中在科研、经营一线的。把这样的干部选用到党政领导班子里，对班子的人才结构是一个丰富，对个人也是一种新的锻炼和经历补充。

　　对于经济大省而言，懂经济的干部是宝贵财富。从企业出来的人，离市场近、视野宽、头脑灵活，他们到政府工作，可谓好钢用在刀刃上。
