经审查，嫌疑人刘某某系前科人员，老家在山东烟台。2009年10月13日，被山东省长岛县人民院判处有期徒刑7年；2016年7月8日被潍坊昌邑市公安局刑事拘留过。
据刘某某交代，今年4、5月份他从老家出来找工作，先是来到青岛莱西地界，因没找到工作，又来到潍坊高密，有一次，他看见有人在跳广场舞，就跟着跳起来，旁边的人看着他跳舞感到很搞笑，就给他拍照，于是刘某某就赶紧离开了。6月下旬刘某某从高密来到了河滩，晚上10点左右，他突然想起群众给他拍照这个事情，刘某某害怕被传到网上去，就把河滩某十字路口西南角一个装网线的箱子给破坏了，后来刘某某顺着公路往东走，在路南侧一处屋檐下，又发现了一个装网线的箱子，把里面的线扯断扔了出来。之后刘某某就又一直往东走，在一个十字路口的东南角，又发现了一个装网线的箱子，用同样的方式，也把这个箱子破坏了，破坏后刘某某就从这个村往北走，来到了另一个村子，在这个村里呆了两三天，发现有一个院子的门口东侧，也有一个装网线的箱子，随后刘某某过去又把它破坏了。
经审讯，犯罪嫌疑人刘某某如实供述了自2016年6月份以来，先后流窜于寒亭、昌邑恶意破坏中国电信光缆交接箱的犯罪事实。
目前，嫌疑人刘某某已被刑事拘留。
