历经超过一年的酝酿后,香港金融管理局(下称“金管局”)在昨日宣布发放第一批储值支付工具(SVF)牌照。
第一批申请的20多位申请人中,有5位获得牌照,包括支付宝钱包、Tap&Go拍住赏、Wechat Pay(微信支付)、TNG电子钱包、八达通卡。香港金管局总裁陈德霖表示,批出首批牌照,标志着香港的零售支付发展进入新阶段。
香港金管局也称,9月初会发出具体监管指引说明,未来也会推出更多牌照。香港金融管理局高级助理总裁李达志更直接透露,预计第二批牌照会在今年11月13日前批出。
获得牌照后,支付宝和微信支付两家大陆移动支付平台也能合法在香港开展多项电子支付业务。

虽然支付宝和微信支付都高调宣称将全面开拓香港市场,但对于一般消费者而言,实际情况可能不如宣传的那么理想。
香港金管局在发布的文件严格规定了持牌机构的运营范围,包括线上支付、销售点流动支付、P2P转账以及实体卡四个方面。
虽然同时发放牌照,但通过的5家运营范围许可不同。除了八达通可以这四个业务都展开以外,支付宝仅可以开展线上支付,微信支付则只能开展线上支付和P2P转账。
这意味着,支付宝和微信支付并没有获得香港线下支付许可,二者的“杀手锏”、在大陆开展得如火如荼的二维码支付将不能在香港使用。
十分尴尬的是,支付宝此前已经公布数据称,截止今年7月,香港已有近6000家线下实体店铺开通了支付宝付款,范围涵盖百货、便利店、超市、酒店和主题乐园等场景。如果按金管局文件执行,支付宝将不能在这类实体店铺开展线下支付业务。
这意味着到香港便利店消费,消费者需要与店员进行线上转账消费,支付步骤较为繁琐,和其他支付方式相比受欢迎度会大打折扣。
一位强劲的本土对手
尽管电子移动支付市场不算发达,但香港市民在非现金消费方式上一直有着另外的选择——八达通卡。1997年就已经推出的八达通卡几乎支持香港所有日常消费场景:快餐店、便利店、超市、巴士、渡轮、医院、学校等,“一卡在手”就能实现消费和充值。
据维基百科数据,截止2015年6月,市场上有超过2800万张八达通卡,相当于每个香港人平均拥有4张八达通,每日交易宗数超过1300万,总交易额超过1.5亿港元。
腾讯公司CEO马化腾在3月份指出,香港市民习惯使用八达通卡这一功能强大的支付手段,其移动支付事实上走在了前列。
这次牌照发放中,拥有线上支付、销售点流动支付、P2P转账以及实体卡四种支付方式许可的八达通卡优势更明显,八达通也不会轻易放过业务领域宽广度上的优势。
在大陆过得风生水起的支付宝和微信支付,想在香港立足,就不得不正面对垒这样一位既拥有可怕民众渗透率又掌握政策优势的本土对手,任务并不轻松。
海外拓展的试验?
本土对手强劲,又失去了线下支付这个“杀手锏”,支付宝和微信支付还有路可走吗?登陆香港的目的是什么?
《南华早报》报道称,香港可以成为大陆支付巨头拓展到海外的跳板。换言之,如果能在香港这个法规严格的地方做出成绩,对进军金融体制成熟的英美国家也会大有裨益。
目前蚂蚁金服已经成为印度最大支付平台Paytm第一大股东,但还没有正式进军印度移动支付行业。由于政策法规、市场环境的差异巨大,在正式进军海外之前支付宝需要一块试验田,香港正是完美的对象。
当然,光凭借线上支付,支付宝和微信支付仍然大有可为,比如淘宝购物、线上转账等等。蚂蚁金服国际事业部副总裁彭翼捷称,目前香港已有不少人开始用支付宝的人民币服务,在淘宝购物。而在双十一的时候,也有不少香港人在社交网络上讨论如何“血拼”。
支付宝方面称,获得牌照后,将推出香港版电子钱包,并且在此基础上为香港用户提供吃喝玩乐购等移动生活服务。另外,为了吸引香港本土用户,支付宝还将推出针对香港市民的优惠活动。
