中国农业部部长：难以想象全面建成小康社会还有人喝不上牛奶
近日，中国奶业20强峰会暨奶业振兴大会在河北石家庄举行。农业部部长韩长斌会上指出，中国国民生活水平重要标志之一的牛奶消费水平目前仍不高，奶业的短板以及面临的问题应尽快得到弥补和解决。
“我们正在朝着实现第一个百年梦想迈进，全面建成小康社会还有人喝不上牛奶是难以想象的。”韩长斌会上发言说。
韩长赋说：“进入新世纪以来，随着城镇化快速推进，人们生活水平不断改善，牛奶消费人数和人均消费量都大幅提高。但中国人均乳品消费仅为世界平均水平的1/3、亚洲的1/2，占全国人口一半的农村居民还很少或没有喝上牛奶，这是中国奶业的一个短板。”
韩长斌指出，目前，中国奶业仍有不容回避的困难。比如，中国奶业仍然“大而不强”，存在标准化程度不高、生产成本偏高，养殖加工脱节、缺乏稳定的利益联结机制，品牌不响亮、缺少有竞争力的企业品牌等，“尤其是当前受进口冲击和消费需求不高的影响，面临奶价低、销售难、奶农收入减少、企业库存增多等突出问题。”
而对于如何走出眼前的困境，韩长斌表示，中国奶业已经“今非昔比”，奶业的全面振兴依然拥有诸多优越条件。
其中，韩长斌提到，中国奶业的综合生产能力得到稳步提升。2015年，中国生鲜乳和乳制品产量分别达到3870万吨和2782万吨，居世界第三位；人均奶类消费量达到36公斤，比2000年增加28.4公斤，比2008年增加约6公斤。其次，奶业生产方式明显转变，奶牛规模化养殖比重超过48%，比2008年提高29%，规模养殖场全部实现机械化挤奶；奶农专业合作组织超过1.5万个，是2008年的7倍多。
接下来，对于如何将中国奶业在2020年前带入世界先进行列，并在2025年整体进入世界奶业强国行列，韩长斌优先提出了要着力建设优质奶源、完善现代奶业质量监管体系、实现奶农奶企合作共赢等措施。
具体来说，首先要在实现“奶畜良种化、饲草优质化、生产规范化”上下功夫。
每年新增建设50万亩高产优质苜蓿基地，在东北、华北等地100个县开展“粮改饲”试点；继续开展奶牛标准化养殖示范创建，每年扶持900到1000个规模养殖场（小区）改造升级，推进奶牛标准化规模养殖。力争到2020年，优质苜蓿草产量达到500万吨，8吨以上的高产奶牛超过300万头，规模养殖比重超过70%。
另外，要在建立健全乳制品标准化生产体系、不断提高生产水平的同时，建立和完善全程质量安全追溯体系。
