不过，这并非是最终生效的正式稿，中国民航局飞行标准司运输处处长朱涛随后透露，“对限制机上使用电子设备规定的修订，已经在走立法程序，相关规范将在今年年底或2017年初时公布”。

据《IT时报》报道，中国国内大部分业内人士都认为，飞机上使用手机禁令放开将是大势所趋，中国国内三大航（国航/东航/南航）都已经暗中准备了许久。

东航方面最为激进，目前已经在7条中国国内航线的部分航班以及5条国际航线的全部航班上开通机上WiFi服务，不过每个航班只有50个免费体验名额，需要提前申请。

南航方面于今年初首次就客舱WiFi项目公开招标，飞天联合最终于5月份中标，后者将向南航提供一套名为SaFi的机上互联网系统，包括机舱WiFi、宽带卫星通信和机上应用平台三大部分。

国航则是中国国内三大航空公司最早进行机上WiFi实验的一个，一开始想基于ATG（地对空宽带通信）模式来打造，不过由于信号不够稳定、不能跨洋最终放弃，转而开始试验ATG宽带卫星模式，这也是目前东航、南航正在使用的方案。

除了中国国内三大航空公司之外，廉价航空公司春秋航空也已经对两架飞机完成了机上WiFi改造，只是目前尚未开通上网服务。
