　　新京报快讯(记者王煜) 昨日(8月30日)晚间，哈尔滨市纪委通报了对强拆包括刘亚楼旧居在内的7处不可移动文物一事的处理结果，包括双城区区长毛臣在内的11名责任人被追责。

　　此前，有哈尔滨市双城区居民发布消息称，6月25日凌晨，包括东北民主联军原参谋长刘亚楼旧居在内的7处不可移动文物，遭到一伙施工人员强制拆除，地表建筑物遭到破坏。当地媒体报道称，遭强拆的7所建筑包括东北民主联军前线指挥部卫生所旧址、东北民主联军前线指挥部警备连旧址、刘亚楼旧居、东北民主联军独立团旧址、独立团炊事班旧址等。

　　此事引发舆论关注，国家文物局通报督办该起拆迁事件。

　　8月27日，哈尔滨市双城区政府通报称，根据国家文物局意见，当地已决定对“双城刘亚楼旧居”等7处被人为破坏的不可移动文物实施原址重建。新京报记者查询发现，根据《文物保护法》规定，不可移动文物已经全部毁坏的，应当实施遗址保护，不得在原址重建。因特殊情况需要在原址重建的，由省、自治区、直辖市人民政府文物行政部门报省、自治区、直辖市人民政府批准。

　　8月30日下午，哈尔滨纪委发布对该事件的处理结果，11名责任人被追责。

　　由于未经招投标，与没有拆除资质企业签订拆除协议，指定该企业承担拆除项目，同时对征收范围内的文物未认真履行文物保护职责，对拆除企业监督不力，双城区征收办公室主任陈子彪受到撤职处分、副主任王云生受到记过处分，双城区住房与建设局主管征收工作的副局长孟宪博受到行政记过处分、主持工作的副局长陆明久受到行政警告处分。

　　因对文物遭到破坏现场未采取有效保护措施，双城区文物管理所所长姜勇、副所长张涛、文物保护部部长陈勇受到记过处分，双城区文体广电局局长郑孟楠受到行政警告处分。

　　双城区主管文物保护工作的副区长高丽馨被责令作出书面检查，主管城建工作的副区长刘志成受到通报批评处理，区长毛臣被责令公开道歉。双城区纪委还责令双城区政府向市政府作出书面检查。
