　　据张海迪介绍，2015年全国有2600多万持证的残疾人中，只有不到30%的人得到过康复服务，康复服务还是参差不齐的。“康复就是为参与社会生活能够创造更好的条件。大部分残疾人都有迫切的康复需求。康复服务还是参差不齐，我们希望的是高水平的，而不是低水平的。主要问题是人才缺乏。”张海迪说。

　　“河南综合服务中心有十几万平方米，青岛新规划的残疾人康复中心是10万平方米，还有其他一些地方康复中心的规模都很大，设施也都很好。但是现在关键问题是人才怎么解决。”张海迪说。

　　残疾人的康复涉及哪些项目?张海迪介绍，残疾人的康复是通过康复治疗、训练、辅助器具等方式实现康复、重建和功能恢复，这是非常复杂的学科。不是简单地安上一个假肢就可以。

　　“前一段时间到青岛调研，我已经看到了3D打印的残疾人的假肢，使用的材料碳纤维等等，比现在的材料好很多。我们看到了盲人的好消息，已经可以用3D打印人工角膜，现在打印出来的已经在动物实验阶段了。”张海迪表示，残疾人不仅要走路，还要舒适度，包括体外骨骼等，能够实现功能外化，即缺失了什么，就用科技手段来补偿，恢复功能。

　　未来，“中国康复大学”将建设系统的康复学科，培养残疾人康复人才。据中国残联相关数据，按照相关规划，全国现在只有70多所本、专科院校开设了康复专业，还没有建立完整的康复学科体系。每年培养出来的专业人才不到8000人，70%是专科学历，远远不能满足未来科学康复的需求。

　　“康复学科不仅仅是医学，包括了人体工程学等等都需要研究。前些天我刚刚去了一个地方调研，为康复大学的基础做工作。”张海迪介绍，按照《“十三五”加快残疾人小康进程规划纲要》的部署，“建设康复大学，加快康复高等教育发展和专业人才培养”一项工作已明确由中国残联、人社部、中国国家发展改革委员会、财政部、中国卫生计划生育委员会、教育部和有关地方政府联合开展。
