拼爹富二代轻松混世界
丁鑫今年38岁，大学本科。他是独子，父母是生意人，生意做得挺大。上世纪90年代丁鑫上大学那会儿，老妈每学年给儿子零花钱20万元，除了不能上天捞月亮，能给的爸妈都给他了。但对年轻人来说，钱来得太容易未必是什么好事。
丁鑫大学毕业后没着急找工作，跟老爸在北京边玩边学做生意。因自幼任性骄横，他与父母经常闹矛盾。一次，丁鑫代表老爸接待家乡的政府官员，在车上，他跟对方说：“帮我找个工作，不想跟我爸混了，烦！”这话说出去没几日，那边有了回音，叫丁鑫去区城市管理局报到，当上了公务员。

网游界的“老大”
网络游戏《征途2》，最高在线玩家228万人，同时在线人数最高达54万人。但该游戏烧钱得很，得有雄厚的财力才玩得起。在丁鑫眼里，钱这玩意儿就是个数字，从小到大从不差钱的他扔钱也从不眨眼，这是他进入《征途2》后能过关斩将，力压群雄，直奔大哥交椅的主要“优势”。
《征途2》的玩家们都知道大名鼎鼎的“常州v恶棍”（以下简称恶棍），此乃丁鑫在《征途2》的网名，传奇式玩家，亚太地区数一数二的大佬，圈里号称“一哥”。丁鑫案发后，网游专家对其在《征途2》的业绩进行梳理：他是《征途2》当之无愧的一哥，游戏充值1500万元。2012年初，他在亚太地区决赛获冠军，其装备完全碾压群雄，毫无对手。6月18日他再夺冠。2013年7月29日，他第三次获得冠军。其业绩在《征途2》前无古人后无来者。
获得冠军的先决条件是“装备”上档次。“装备”需要购买，比如一把大刀要卖数十万元，几千元的月工资还不够塞牙缝的，父母每年打给宝贝儿子200万元零花钱，也远远不够丁鑫在《征途2》拼杀所需费用。于是，他把小聪明运用到怎样捞钱上。
自有“取款绿色通道”
丁鑫身为户外广告管理科科长，级别不高，手中权力却不小，一手掌握发放户外广告施工许可证、户外广告设置许可证，收取广告管理费及所辖区域内广告牌租赁、广告制作工程发包等权力。这样一来，很多户外广告公司老板都唯丁鑫马首是瞻。丁鑫为这些老板承接广告业务大开方便之门的同时，也为自己铺设了一条“取款绿色通道”。
武进区城区内可以设置户外广告的位置属于稀缺资源，户外广告施工证、户外广告设置许可证便成了“香馍馍”，可谓“一证千金”。丁鑫在负责两证发放过程中，规避程序，欺上瞒下，肆意乱发，将发放两证程序变成敛财的手段。同时在广告工程发布、审计、结算等环节，丁鑫瞅准制度上的漏洞，乘虚而入，浑水摸鱼。
2012年上半年，丁鑫将创建文明城市宣传广告发给某广告公司制作，工程款8万元。结算工程款项时，丁鑫向该公司老板吴某谎称“局领导要充抵费用”，指令其虚开广告工程款发票。吴某连开两张共计33万元虚假广告工程款发票，同时丁鑫授意下属陈某制作对应的虚假工程合同及业务量清单，在本单位财务部门结算工程款，丁鑫从中贪污公款30余万元，陈某获数千元。
2012年至2013年间，以上述同样手法，丁鑫伙同陈某共计贪污公款246万元，丁鑫实得221万元，彼时，正是他在《征途2》三连冠时期。丁鑫注册了一皮包公司，将单位管辖的广告牌以皮包公司的名义转租给民营广告公司使用，从中获取“租金”。贪污公款的同时，丁鑫还以借款为由，向5家广告公司索取巨额贿赂，其中先后10次向某广告公司老板吴某索取贿赂47万元，5次向另一广告公司老板刘某索取贿赂23万元……
有借有还，再借不难，可丁鑫的“借款”从来不还。2011年至2013年间，丁鑫向业务单位共计索取钱财达456万元。
丁鑫离婚后，每周六由他带儿子，他带儿子下馆子都会带上广告公司老板，让他们埋单。有一次，他见肖老板的新款电脑不错，当场指令肖老板给他儿子买一款“一模一样”的电脑送来；另一老板去丁鑫办公室求点业务，丁鑫打开其皮包，将里面数千元掏光，仅留了一两百元零钱给人家；深夜，因电卡欠费网游打不成了，丁鑫抓起手机，命令某老板立即去柜员机充值，老板说：“我都睡了，明一早去行不？”丁鑫大声道：“现在就去！”对方只得星夜开车去为丁鑫充值……
终审获刑十三年
2013年，丁鑫在《征途2》第三次获得地区冠军的时候，江苏省常州市武进区检察院接到一封举报信，打开一看，就一句话：丁鑫有经济问题。
分管副检察长和反贪局局长没有放弃看似毫无侦查价值的一句话举报，而是迅速组织警力展开外围秘密摸底调查。调查发现，丁鑫家境优裕，父母发放年度零花钱上百万元，他妈妈心疼单身儿子还暗地里塞钱给他；丁鑫负责的科室被称之为“城管局最有实权，最具含金量”的部门，多家广告公司与其往来密切，往其私人银行卡中打过不少钱；丁鑫沉湎于网络游戏数年，成绩斐然，这得砸大量金钱。通过一家知名网游公司协助调查，结果令网游公司工作人员都惊诧不已，三年间，丁鑫在《征途2》花费了1500万元，全是真金白银，让众人发出了“有这么些钱干啥不行”的感叹。
与此同时，侦查人员控制了丁鑫下属及贪污同伙陈某，获取共同贪污证据及主要行贿人吴某、刘某证词……反贪局紧锣密鼓调查当口，丁鑫突然将手机关机，从人间蒸发了。
当反贪局掌握大量证据并已网上通缉他时，他却昂头走进武进区纪委大门，一脸不屑地坐在工作人员面前：“别以为我是来投案自首的，我只是来跟你们说说情况，解释一下的……”此时，他还是一副网游老大的架势。
2014年1月6日，武进区检察院将犯罪嫌疑人丁鑫刑事拘留，同年1月17日，常州市检察院决定对其逮捕。案件审查期间，他拒不认罪，且借毒瘾发作装疯卖傻，使案件侦查遭遇瓶颈。但侦查人员运用现代科技手段，将碎片化的证据形成证据链，使该案达到犯罪事实清楚，证据确实充分。武进区检察院对丁鑫提起公诉。
2015年6月26日，武进区人民法院对该案作出一审判决，认定丁鑫共同及单独贪污公款240.69万元，个人实得221.66万元；犯贪污罪判处有期徒刑十二年，并处没收个人财产40万元；查清其受贿所得赃款456.22万元，犯受贿罪，判处有期徒刑十三年，并处没收个人财产60万元。两罪并罚，决定执行有期徒刑十八年，并处没收个人财产100万元。一审宣判后，丁鑫不服提起上诉。
根据刑法修正案（九）及相关司法解释，2016年6月1日，常州市中级法院改判被告人丁鑫犯贪污罪，判处有期徒刑八年，并处罚金60万元；犯受贿罪，判处有期徒刑十一年，并处罚金90万元；两罪并罚，决定执行有期徒刑十三年，并处没收个人财产150万元。
