手机卡两次挂失均被解挂
王翔回忆称,7月27日下午1点左右,他正在山东出差,突然收到几个一接即断的来电,且均无号码显示。随后,王翔的手机信号中断。王翔感觉到异常,立即通过同事的手机拨打联通客服热线,并通过人工服务于下午1点26分挂失了该号码。

两张信用卡被盗刷88笔
随后,王翔调取了以该号码作为绑定手机号的两张信用卡消费记录发现,从下午1点到下午5点23分,两张信用卡在4个多小时间产生了88笔消费记录。其中一张信用卡被盗刷37笔,合计金额34732.5元;另一张信用卡被盗刷51笔,合计金额49135元。王翔发现,当天下午4点22分,盗刷者还通过其手机向银行申请了临时额度,将两张卡一共56000元消费额度提升至84000元,最终两张信用卡合计被盗刷83867.5元,几乎达到了信用额度的上限。
在这些记录中,记者发现,88笔消费均通过3个不同的第三方网上支付平台进行。在一份银行出具的更为详细的交易记录中显示,这些钱多数被用于手机充值、购买游戏点卡等。
王翔认为,自己的信用卡被盗刷,联通运营商虽不是直接行为人,但由于其工作人员审核不严,为不法分子违规办理换卡业务提供了可乘之机,运营商应该承担相应的责任。
证明存明显错误却通过审核
经查询,此次换卡操作是在昌平区北七家镇联通营业厅完成的,而两次解挂则通过联通客服电话完成。
7月28日,王翔在该营业厅了解到,事发当天下午1点05分,有人持写有其名字的临时身份证、常驻人口登记卡,及一张印有公安机关公章的临时身份证办理证明,到该营业厅办理手机卡换卡业务。
记者在该营业厅出具的综合业务登记单照片上发现,此次业务办理的客户名称一栏确为王翔的名字,身份证号也与他本人的一致。办理信息一栏中注明,“您已提供个人有效身份证件(证件名称:身份证)办理换卡业务,原卡已作废。”而在业务须知一栏中写明,“客户信息已通过中国公安部公民身份信息库核查”、“本人承诺此次换卡用户号码为我本人号码。本人承诺愿意承担因冒充他人办理本号码换卡业务所可能引起的一切法律责任。”
然而,王翔在营业厅留存的身份证明复印件上却发现,不法分子使用的临时身份证明显是伪造的,“照片根本不是我本人”。临时身份证上的有效期竟然为2016年7月10日至2016年10月20日。根据相关规定,临时身份证有效期最长为3个月,“(假证)上面的有效期是3个月零10天,这么明显的错误工作人员都没有发现。”此外,所谓加盖了公安机关公章的临时身份证办理证明上,也没有注明身份证号,“真实信息在开卡时候在运营商这边都有预留,他们怎么就没有发现呢,简直是太不负责任了。”
