当地时间9月1日，中国驻英国大使刘晓明在英国《每日电讯报》发表署名文章表示，G20杭州峰会将为中国和英国全球合作提供新机遇。文章指出，英国首相特蕾莎·梅将赴华出席杭州峰会。
峰会期间，中国和英国两国领导人还将举行双边会见。这是继去年中国国家主席习近平对英国成功进行国事访问以来，中国和英国两国又一次重要的高层交往，也是英国新政府组成以来中国和英国领导人的首次会晤，对中国和英国关系今后发展意义重大。
此前，特蕾莎·梅曾专门致函中国领导人，称她期待出席此次峰会，英方支持中方成功办会，期待加强与中方在经贸和全球性问题上的合作。刘晓明认为，这不仅进一步释放出英方重视发展对华关系的积极信号，更彰显了中国和英国关系的战略性和全球性。
刘晓明表示，中国和英国都是G20重要成员，对确保杭州峰会成功，不仅抱有共同期待，而且肩负共同责任。自去年12月1日中国接任G20主席国以来，中国和英国始终保持密切沟通与协作。双方以G20反腐败工作组共同主席身份积极开展合作，为打击跨国腐败行为制定具体行动计划。
两国中国中央银行还领衔G20绿色金融研究小组共同主席，推动各方就发展绿色金融达成全球共识。当前，双方应抓住杭州峰会筹备进入最后冲刺阶段的机遇，进一步挖掘合作潜力，力争把更多共识转化为实实在在的峰会成果。
刘晓明举例指出，在实现创新增长方面，英国是世界上富有创新精神的国家，担任了G20创新工作组主席，牵头制定创新增长蓝图，中国和英国可推动峰会批准这一重要文件。
在全球治理机制改革方面，中国和英国可以加强基础设施投资、国际金融架构、国际税收、反腐败、抗生素耐药性等领域合作，共同为G20从危机应对向长效治理机制转型提供坚实保障。
在贸易和投资方面，中国和英国可以共同推动G20峰会批准全球贸易增长战略和全球投资指导原则，巩固多边贸易体制，促进各国投资政策有效协调。在国际发展合作方面，中国和英国可以共同推动G20落实2030年可持续发展议程。
刘晓明还引用莎士比亚的名言写道：“强有力的理由产生强有力的行动”。7年前，英方主办G20伦敦峰会曾为全球团结应对国际金融危机发挥引领作用。7年后的杭州峰会不仅将凝聚各方智慧与力量，为促进世界经济强劲、可持续、平衡增长提供新动力，为构建创新、活力、联动、包容的世界经济做出新贡献，并将为新形势下的中国和英国全球合作提供新助力，更好造福两国和世界人民。
