　　原标题：章丘“10·21”重大环境污染案开庭 生态环境损害费超2亿

　　4名男子意外中毒死亡，揭开了山东省章丘市境内非法排放危险废物利益链条的黑幕。9月1日，章丘市检察院以污染环境罪对周彩霞、王海洋等17名被告人及山东弘聚新能源有限公司、山东麟丰化工科技有限公司两家被告单位依法提起公诉，章丘“10·21”重大环境污染案再次引起社会关注。

　　非法倾倒有毒废物，4人当场死亡

　　2015年10月21日6时许，章丘市普集镇上皋村某院落内发生一起重大污染环境案件，4名涉嫌非法排放危险废物人员当场中毒身亡。

　　警方立即成立专家组进行调查，通过对现场死亡的张林德、陈继新、窦志星、路桐4名嫌疑人身份进行排查，对其遗留手机、车辆等物品进行分析比对，最终确定危废物出自淄博市的山东金诚重油化工有限公司（以下简称金诚公司）。

　　原来，案发前一天，即10月20日，因金诚公司生产车间产生了一些废碱，工作人员联系其供应公司的内勤周彩霞处理，周彩霞找到中介王海洋。王海洋找到殷珂珂处理，双方约定处理费用为每吨300元。谈好价格后，殷珂珂找到郭泗滨，郭泗滨联系张林德处理，同时联系危险品运输车（驾驶员和押运员分别为窦志星、路桐）运输，周彩霞为该车开具装车单。

　　10月20日晚至21日凌晨，该车持装车单进厂装货，装载23.72吨废碱运输至陈继新租赁的废弃煤井处，将废碱排放至井中，渗入地下。陈继新、张林德、窦志星、路桐在排放废物过程中因吸入过量有毒挥发气体导致中毒身亡。

　　偷排一吨废物仅获利百余元

　　案件发生后，当地警方以多名中介联系人为重点突破口，持续加强证据挖掘力度，发现他们不光在一个村内偷排废化工原料，还在章丘市双山街道马安村的一废弃矿井内偷偷进行排放。此案共牵出7家违法偷排化工企业，其中省内5家，省外2家（已移交当地处理）。

　　现已查明，2015年7月至2015年10月间，张林德（已死亡）为谋取利益，自己或通过殷珂珂、郭泗滨、贺程海、李万津等人联系上述几家公司处理危险废物，并将陈继新、蘧光强的租赁地作为处理地点。

　　经查，涉案企业为降低每吨3000元至6000元的危废物处理成本，雇用相关人员以每吨300元至500元的价格非法偷排危废酸碱液体；除去运输成本，中介和实施偷排人员实际每吨获利仅有100余元，却严重损害了环境安全。

　　非法倾倒废物千余吨，生态环境损害费用超2亿元

　　经查，2015年7月至2015年10月间，省内5家涉事企业共向章丘境内排放废碱废酸1181.72吨。

　　如今距离犯罪分子最后一次偷排已过去10个月了，经环保部门进行无害化处理后，如今两处排污点已不见被污染的痕迹，但强碱、强酸下渗已不可挽回。经专业机构评估，上皋村污染环境涉及的环境损害费用中应急处置阶段损害费用为4300余万元，生态环境损害费用近2亿元，马安村环境损害费用中应急处置费用为56万元，生态环境损害费用为620余万元。

　　据悉，今年年初，针对这起案件，国内环保组织已向山东省济南市中级法院提起环境公益诉讼，要求山东弘聚新能源有限公司、山东麟丰化工科技有限公司等几家涉案企业支付因非法倾倒危险废物给环境造成损害的生态环境修复费用，用于对当地受到污染的环境进行生态修复。
