　　中新网广元9月2日电 （苗志勇）记者今日从四川广元有关部门获悉，近日，广元市利州区检察院对备受社会关注的白龙湖景区“双龙号”游船翻沉重大事故渎职犯罪案件快速侦查，利州区地方海事处白龙湖海事所原负责人何国宁因涉嫌构成玩忽职守罪被检察机关依法批准逮捕。

　　2016年6月4日，广元市利州区白龙湖景区发生了一起导致15人罹难的重大沉船事故。事故发生后，四川省人民检察院快速同步介入三级联动，在省、市、区三级检察院抽调精干力量组成专案组，对该沉船事故中涉嫌的渎职犯罪情况展开调查。

　　检察机关侦查查明：犯罪嫌疑人白龙湖海事所原负责人何国宁，依法负有对白龙湖景区水域安全进行全面监管的职责。2016年6月4日沉船事故发生当天，由何国宁当班，但其疏于值守，不认真履行工作职责，未按照规定对船舶签单发航情况进行监管，致使事故船只“双龙号”在乘客未穿戴救生衣的情况下，就签单发航；未按规定开启用于气象预警的风力监测设备和安全监管的船载监控视频；当天在其发现天气异常时，未及时回到岗位，也未按规定对出航的游船及时发出预警，致使“双龙号”游船违规出航，途中遭遇暴风强降雨导致游船发生翻沉，造成15人罹难的严重后果。因此，犯罪嫌疑人何国宁涉嫌构成玩忽职守罪。

　　据记者了解，白龙湖“双龙号”游船翻沉事重大事故发生后，时任白龙湖海事所负责人何国宁在接受媒体采访时曾称：事发前他并没有得到任何天气预报，没有接到任何消息，也没有哪个相关部门、上级部门或者领导来通知。事故发生时大风来的很突然，他自己没有来得及通知“双龙号”游船。

　　目前，检察机关已将该案移送审查起诉，其他相关涉案人员的渎职情况正在进一步调查之中。（完）
