后怕的村民与不怕的举报者

村头，聚在一起打牌的大妈们，有的称自己不是该村的，有的说自己健忘，吃饭时吃啥都会忘记。一位骑自行车的村民看到摄像机，似乎过于紧张，当场摔倒在地，同样说对孟玲芬不了解。
和其他村民不同， 在定州医院照顾癌症父亲的孟凡英，专门赶回村里给我们介绍情况。他一一展示法院起诉书、行车记录仪等资料。
孟凡英的底气，来自其向记者举报，并成功“扳倒”了前村主任孟玲芬。但是，他的苗木损失如今依然没有说法。孟凡英说，去年7月25日、8月19日，他家的树苗两次被孟玲芬等人砍毁。
“我专门保留砍得轻的这棵树，这棵被砍了四刀，等这个树皮把被砍的窟窿包住才能卖，最少要五年。还有这些被锯过的树，都不能卖了”。
孟凡英以种植苗木为生，已经承包了21年的河滩地。本来河滩地的承包费与大队早签有合同。但是孟玲芬绕开村民与大队之间订立的约定，变10年上交一次承包费的规定为连续3年按亩数上交承包费，为此，孟凡英要多交1万多块钱，而承包河滩地的四个组三年更是要累计上交30多万元，这是村民一笔不小的开支。
按照孟凡英的说法，此前他在村里当村干部时，曾与孟玲芬有过节，一直怀恨在心的孟玲芬，借承包费一事进行打击报复。孟玲芬甚至曾在大喇叭上叫嚣找黑社会。
孟凡英忍无可忍，最终还是找了电视台的记者，这是基于他对孟玲芬本人性格的分析。他说孟玲芬脑子好使，但是她一生气，脑子就开始混乱，果不其然，记者报道，孟玲芬掌掴了孟凡英，还打了记者。“她跑不了了，板上钉钉”，孟凡英认为孟玲芬要栽。
采访当日晚，孟凡英监控视频显示，他家遭到不明身份人员打砸，大门、窗户玻璃、汽车等被损坏。孟凡英拉响了油锯，这才把那伙人吓跑。

基层黑恶势力的尺度
这究竟是一个怎样霸气的女村主任？当警方进村调查时，村民竟然噤若寒蝉。后来专案组将办公点设置在村大队部，为打开僵局，警方在村里贴诸如“为民除害”的标语。孟某芬等人被抓的消息传遍村子后，局面才终于打开，村民甚至排队提供线索。
定州市公安局的人还放了鞭炮，警民关系越发友好之后，村民同样放了鞭炮。
“老百姓集资买鞭炮，总共集资有2万多，有捐一百的、三百四百的，有捐一千的，还有十块的二十块的，随便。老百姓放了三回，敲着鼓打着锣，后来找的公安局长讲的话，晚上看的人多啊。” 孟凡英回应当时的场景说。
孟玲芬的行为，极其嚣张，曾有一村民家办喜事，没给孟某芬上供，结婚当天，该村民家竟收到了孟某芬送到门口的花圈。顺着线索，警方又相继抓获违法犯罪嫌疑人10余名。
拔出萝卜带出泥，这竟然是一个黑恶团伙！今年5月，在河北省召开的全省刑侦工作会议上，负责孟玲芬一案的负责人称，自2012年以来，孟玲芬组织其丈夫、儿子、弟弟、外甥等家族成员，并纠集社会人员，采用暴力及恐吓手段，进行寻衅滋事、破坏生产经营、滥伐林木、敲诈勒索、非法占用农用地、诈骗、职务侵占等多种违法犯罪活动，逐步形成了以孟玲芬为首的恶势力犯罪团伙。

法院的判决披露出更多让人瞠目结舌的细节。例如，2013年4月，孟玲芬以村民委员会名义，将本村的三亩窑坑地以13万元的价格，承包给他人。孟玲芬收取该款，据为己有。
例如，2015年7月，孟玲芬在农村宅基地确权进行土地测量工作中，谎称办理宅基证需交纳宅基确权费，骗取村民孟英利现金10000元，孟庆忠15000元，并据为己有。
“公安局长真有才，深入群众，与群众聊天，上群众家里吃饭，忒好”，这是孟凡英对当时专案组驻村调查的赞叹，而他之前吃了不少闭门羹。他说自己曾多次去乡里投诉、举报，打电话给公安局报警，民警都没真正管，“民警到了眼瞅着记者被打”。
一名受害者石某说，如果孟玲芬没被抓，村民再受到这样的村干部欺压，只能去定州居住了。孟凡英也坦言，“否则村民都搬定州来了，都不在村里呆了，在定州要饭也不在村里”。
孟凡英琢磨，如果不是当时孟玲芬打记者的报道引发关注，孟玲芬是不是还会嚣张下去呢？
人已抓 基层乱象何时了
一个女村干部如此霸道，其他村干部视而不见？
村大队的一墙之隔便是孟玲芬的家，占六亩地之多的宅基地现已是人去房空。如今她的家人和亲戚多已被捕，还留在村里的近亲远房所剩无几。
孟玲芬到底是怎样选上的呢？当时定州市大辛庄镇镇长陈向会面对省台记者的采访时说：“根据她这件事，咱们采取停职，停止工作，反省，她到底是不是按照选举法的程序，进行选举产生的，现在市民政局跟镇政府共同地，下一步就是核查这个程序。”这也意味着，孟玲芬担任村主任，当时是进行选举了的。
然而，在孟凡英看来，自2012年开始村主任任期的孟玲芬，其实是指派的，不是老百姓选的。村民在接受采访时，有的说是进行了选举，但是当时孟玲芬逼迫村民选的，也有说没有经过选举，比如孟凡英推荐的村民就曾这样说过。
根据《中华人民共和国村民委员会组织法》规定，“村民委员会主任、副主任和委员，由村民直接选举产生。任何组织或者个人不得指定、委派或者撤换村民委员会成员。”
我们试图到村委会了解情况，但连去两次，都是大门紧闭。据村民说，全体村干部都去外地开会了，后来，我们拨打了现任村主任孟健一的电话，但他一直躲避不接。
我们找到了熟悉孟玲芬的孟喜林，同一届领导班子，孟玲芬是村主任，孟喜林是村党支部书记。如今，孟玲芬被抓捕，孟喜林则被撤职，如今在当地变电站当电工。
孟喜林愿意面对我们的镜头，他欲言又止，又愧疚又感慨。
“您是书记她也不听你的话？”
“什么事也不商量 ，你也做不了主。管不了她，什么事都得听她的。”
“当时孟玲芬砍孟凡英家的树苗的时候你在哪？”
“我去了，我是躲一边去了 这个事你不想去也不行，我就躲着了。”
孟喜林说话的语气中带着自责，他还特意给我们强调，自己在以前在部队，到今年8月份入党三十年。
如今，孟喜林说最大的希望是，村民要选那些能为老百姓干实事，帮助村民致富的带头人当村主任。下一届走出正路，重要的是按程序来。
