据路线图显示，中国白炽灯淘汰具体步骤如下：
第一阶段：2011年11月1日至2012年9月30日为过渡期，有关进口商、销售商应当按照本公告要求，做好淘汰前准备工作。
第二阶段：2012年10月1日起，禁止进口和销售100瓦及以上普通照明白炽灯。
第三阶段：2014年10月1日起，禁止进口和销售60瓦及以上普通照明白炽灯。
第四阶段：2015年10月1日至2016年9月30日为中期评估期，对前期政策进行评估，调整后续政策。
第五阶段：2016年10月1日起，禁止进口和销售15瓦及以上普通照明白炽灯，或视中期评估结果进行调整。
