甘肃严重旱灾致622万人受灾 120万人需生活救助

　　中新网兰州9月6日电  (记者 冯志军)初秋9月，困扰了甘肃大部一整个夏天的“罕见高温”落幕不久，由其产生的“后遗症”干旱于近日持续发酵蔓延，并在多地成灾。据官方6日统计，目前已造成省会兰州在内的甘肃多地622.2万人受灾，120.1万人因旱需生活救助。
　　入夏以来，甘肃省甘南、天水、定西、临夏、白银、平凉、庆阳、陇南、兰州、张掖等市州部分地区持续高温少雨，导致农作物枯黄或干死、蔬菜菜叶干枯、胡麻苗矮且颗粒干瘪，人畜出现饮水困难，给灾区民众生活及农业生产造成严重影响。
　　记者6日从甘肃省民政厅获悉，截至目前，兰州、白银、天水等10市(自治州)54个县(区)622.2万人受灾，120.1万人因旱需生活救助，其中31.4万人因旱饮水困难需救助；农作物受灾面积977.2千公顷，其中绝收84.1千公顷；饮水困难大牲畜4.5万头(只)；直接经济损失36.2亿元。
　　作为甘肃唯一属于长江水系并拥有亚热带气候的地区，被誉为“陇上江南”的陇南市亦在近期闹起了鲜见的“水荒”。尤其是刚刚过去的8月，当地遭遇最猛“秋老虎”袭击，全市最高气温突破40℃，平均气温较历年同期异常偏高，并达历史之最，但同时降水稀少。
　　晴热少雨天气导致陇南市旱情蔓延，农作物大面积受旱。目前，当地多个乡镇已经出现了人畜饮水困难情况，抗旱形势极为严峻。有网友称，“当地有部分乡镇村民自发搭伙外出寻找水源，开展生产自救”。
　　此次大范围的干旱灾害发生后，甘肃官方多次派出工作组赴受灾重县核查灾情。此外，甘肃继8月31日启动省级自然灾害救助Ⅳ级应急响应后，至9月5日又提升为Ⅲ级，要求受灾市州按照预案做好相关工作。
　　“突出重点救助，保障群众生活。”针对此次灾情，甘肃官方在前期下拨农业抗旱资金2000万元的基础上，5日又下拨群众生活救助资金830万元。同时，指导各地加大抗旱资金投入，配合水利、农牧部门做好应急供水，妥善安排受灾民众基本生活，定西、平凉、天水、甘南共下拨抗旱救灾应急资金2140万元。
