中国科学院昨天公布了新的《中国科学院章程》（以下简称《院章》）修订版。此次修订新增了院士放弃院士称号、劝其放弃院士称号、撤销其院士称号等新内容，体现了2014年两院院士大会以来对院士制度的一系列改革。
据介绍，现行《院章》颁布于2006年。中科院认为，随着近年来中科院调整确立了新时期办院方针、理念和改革发展举措，现行《院章》已难以适应新时期的要求。为此中科院党组于2015年初决定修订《院章》。新的修订版分领导体制、院士和学部、组织管理、人力资源开发与管理、资产与财务管理、附则等八章共56条。最主要的修改是在“院士和学部”部分增加了第十九条：“院士有权放弃院士称号。当院士个人行为严重违反科学道德、品行严重不端、严重损害院士群体和学部声誉，劝其放弃院士称号；情节特别严重或危害国家利益、触犯国家法律的，撤销其院士称号。”
记者了解到，有关院士称号的一系列改革始于2014年。在此之前，有关“烟草院士”谢剑平的争议引发了社会的长期关注。身为中国烟草总公司郑州烟草研究院副院长的谢剑平，凭“卷烟降焦减害的应用研究”，历经4年3次提名，于2011年底当选中国工程院院士，随即引发广泛质疑。中国控烟协会的40余位专家——包括多名院士联名致信中国工程院，要求取消其院士称号。直至2013年，中国工程院常务副院长潘云鹤透露，依据章程工程院不会主动撤销其院士资格，但正在对其做劝退工作，不过对方不接受。在次年召开的两院院士大会上，中科院和工程院都对各自的《院士章程》进行了大幅度修订，其中主要一点是增加院士劝退制度。
“撤销院士称号”进入公众视野始于“转基因院士”李宁被捕。2014年6月，因转基因研究而享誉业界的中国农业大学李宁院士因为涉嫌贪污犯罪被依法批捕。据中纪委的通报，他利用职务便利，以虚假发票和事项套取科研经费转入本人控制公司方式，先后涉嫌贪污公款2000余万元。中国工程院随即表示，根据当时刚公布的《中国工程院院士违背科学道德行为处理办法》对涉及触犯国家法律、危害国家利益的院士，自检察机关依法批准逮捕之日起，即停止其院士资格；自法院作出有罪判决生效之日起，即撤销其院士称号；对法院未作出有罪判决的，将视情况由主席团作出处理决定。
