记者了解到，自动车组列车开行以来，多次发生个别旅客违反“动车组各部位不得吸烟”的规定，在动车组内特别是厕所内吸烟，引发报警和列车紧急制动的情况。严重危及动车组列车运行安全，影响其他旅客的正常行程，损害旅客安全健康。

北京市控烟协会会长张建枢表示，从北京市的控烟角度来说，所有公共交通工具、公共场所等都是禁烟的，动车已经严格控烟，普速列车其实也应该控烟。张建枢称，火车乘车环境相对比较封闭，空气不流通，即便普速列车其实也做不到绝对的烟雾隔绝。“我们做过很多实验，烟雾是无法实现绝对的隔绝，且蔓延速度比较快。在列车里吸烟，对老人、孩子，以及不吸烟的旅客来说是种侵害。建议普速列车也像动车那样，鼓励旅客到站后下车到开放场所吸烟，从而最大限度保护不吸烟人的健康权益。”张建枢称，从某种程度来讲，这样做，实际也是减少吸烟人的吸烟频率，从而保护他们的健康。
