近日，媒体报道了一桩奇案：河南舞钢市（县级市）法院原副院长王某伙同他人对时任舞钢市市委书记祝某，舞阳县县委书记秦某、县长刘某等政府官员实施敲诈勒索，金额达410万元。
2016年7月，河南平顶山石龙区法院一审认定王某犯敲诈勒索罪，外加贪污罪和受贿罪，被判有期徒刑11年。
身为法院副院长，尤其是还曾分管刑事审判，掌握了所在地官员的把柄，没有选择向纪委、公检等机关举报，践行法治和正义，却以此为生财之道，敲诈勒索。这哪里有一点点司法人员的身份恰合，分明就是满满的江湖流氓行径。
但我更好的奇的是，敲诈者是河南舞钢市法院副院长，被敲诈的两位“主角”，一位是舞钢市的市委书记，一位是邻县舞阳县的县委书记，二者无论官职和权力，都远高于副院长王某。那么，狐狸是怎么玩赢了狮子呢？
其一，幕后操作，运筹帷幄。新闻中提到，王某在敲诈祝义方和秦建忠时，并不是自己直接出面，而是在幕后策划指挥，两次都是通过魏某执行敲诈。其中，在敲诈祝义方时特别有意思，可谓环环相扣。

其三，借尸还魂，坐收渔利。在瓜分赃款环节，王某更是做得神不知鬼不觉，声东击西，转了几个弯把钱装进自己的口袋——“2008年9月11日，祝某通过舞钢市双宏钢铁有限公司向魏某转款260万。魏某取现50万元交给王某的弟弟，让其交给王某，余下的210万被魏某分三次转到自己账户上。王某后让魏某将210万元中的90万元分两次转到其弟的账户上，供自己使用。”
在这里，王某并没有直接收钱，而是把魏某和其弟当成了输送链，最终自己盆满钵满。
其四，舆论造势，施加压力。除了发威胁短信，王某还向当地各机关部门广泛发送控告信，甚至授意他人去北京上访，利用舆论攻势长自己“志气”，灭市（县）委书记的威风，进而逼迫他们就范。

该案中，这位法院副院长敲诈武钢市委书记和舞阳县县委书记都是在2008年，沸腾查询到，当时的舞钢市书记的确姓祝，名为祝义方，在今年年初，已经被以受贿罪、贪污罪、巨额财产来源不明罪判处无期徒刑。法院审理查明，2000年至2013年，祝义方在担任舞钢市市长、舞钢市委书记、平顶山市新城区党工委书记期间，利用职务便利，单独或通过他人非法收受和向他人索取财物共计人民币1989.8万元、美元1.7万元、价值34万余元的轿车一辆等；侵吞公款人民币45万元；并有巨额财产不能说明合法来源。
而另一位被敲诈的舞阳县县委书记秦某，经沸腾查证，名叫秦建忠，2007年1月任中共舞阳县委书记，后任漯河市人民政府党组成员。也很巧的是，他也在2014年11月，因涉嫌严重违纪违法，接受组织调查。2015年2月16日，漯河市检察机关依法对秦建忠决定逮捕。

值得一提的是，王某在敲诈时任舞阳县县委书记秦建忠时，曾授意他人多次给时任舞阳县县委书记秦某、县长刘某，并向舞阳县及漯河市直各部门广泛发送控告 信。也就是说，这份控告信，在当时的舞阳县和漯河市几乎已经被“内部公开化”，可直到六年后，秦建忠才落马，期间还有升职。
需要追问的是，当地纪委和相关检察部门当时重视这份控告信了吗？及时介入调查了吗？各部门的官员收到控告信后，有沉默权吗？当然，我们不知道这份控告信内容的真假，但如果是假的，秦建忠为什么就乖乖就范，拿钱消灾了呢？
